Unmanned aircraft systems (UAS), commonly referred to as drones, are increasingly being utilized in a wide range of fields, including logistics delivery, infrastructure inspection, agriculture, disaster response, and public safety, and are emerging as a key component of the future air transportation system. In particular, the expansion of beyond visual line of sight (BVLOS) operations and autonomous flight technologies has created an environment in which multiple drones operate simultaneously within low-altitude airspace. Under these circumstances, the existing air traffic management (ATM) system, which was originally designed for manned aviation, faces limitations in ensuring the safety and efficiency of drone operations. To address these challenges, the European Union (EU) has introduced the Drone Strategy 2.0 and the U-space framework, establishing a digital airspace management system based on the Common Information Service (CIS), U-space Service Providers (USSPs), digital flight authorization, and real-time information sharing. In contrast, although the Republic of Korea is promoting the development of a Korean drone airspace system, its legal framework remains insufficient with respect to the legal status of the airspace management system, the institutional framework for service providers, data governance, and integration with the existing air traffic management system. This study analyzes the EU's Drone Strategy 2.0 and the U-space regulatory framework through a literature review and comparative legal analysis, and examines the current status and limitations of Korea's drone airspace management system. Based on these findings, the study proposes legal and policy measures to strengthen the Korean drone airspace system, including the establishment of a comprehensive legal framework, the development of a service-oriented drone traffic management system, the establishment of a Common Information Service and data governance framework, the introduction of a regulatory framework for private service providers, and the enhancement of an integrated operational system for manned and unmanned aircraft. This study contributes to the development of a digital airspace management framework for drones by presenting institutional directions for the advancement of Korea's drone airspace system and providing policy implications for establishing a safe, efficient, and sustainable operational environment for drone services.

드론은 물류배송, 시설물 점검, 농업, 재난대응, 공공안전 등 다양한 분야에서 활용되며 미래 항공 교통체계의 핵심 요소로 발전하고 있다. 특히 비가시권(BVLOS) 비행과 자율비행 기술의 확산으로 다수의 드론이 저고도 공역을 동시에 운항하는 환경이 조성됨에 따라 기존의 유인항공기 중심 항공 교통관리체계만으로는 안전성과 효율성을 확보하는 데 한계가 있다. 이에 유럽연합(EU)은 「Drone Strategy 2.0」과 U-space 제도를 도입하여 공통정보서비스, U-space 서비스 제공자, 디지털 비행승인 및 실시간 정보공유를 기반으로 한 디지털 공역관리체계를 구축하고 있다. 반면 우리나라는 한국형 드론 공역시스템을 추진하고 있으나 공역관리체계의 법적 지위, 서비스 제공자 제도, 데이터 거버넌스, 기존 항공 교통관리체계와의 연계 등에 관한 법적 기반은 아직 미흡한 실정이다. 이에 본 연구는 문헌연구와 비교법적 연구를 통해 EU의 Drone Strategy 2.0과 U-space 규제체계를 분석하고 이를 바탕으로 국내 드론 공역관리체계의 현황과 한계를 검토하였다. 이를 토대로 한국형 드론 공역시스템의 법적 기반 마련, 서비스 기반 드론 교통관리체계 구축, 공통정보체계와 데이터 거버넌스 확립, 민간 서비스 제공자 제도 도입, 유인항공기와의 통합 운영체계 구축 및 강화 등 법ㆍ정책적 개선방안을 제시하였다. 본 연구는 디지털 기반 드론 공역관리체계의 제도적 발전 방향을 제시하고 안전하고 지속가능한 드론 운항 환경 조성을 위한 정책적 시사점을 제공한다.
