When the Presidential Office is completed in Sejong, a controlled airspace comparable to the P73 no-fly zone over the Presidential Office in Seoul is expected to be established above the National Symbolic District. Within this zone, however, multiple institutions with distinct constitutional bases and jurisdictions - the Presidential Office, the National Assembly Sejong Building, and the Government Complex Sejong, among others - will coexist, yet no institutional mechanism currently exists to coordinate the operational priority of counter-drone assets in the single airspace they will share. This study treats this not-yet-arrived condition as an object of anticipatory governance design. It first examines the structure and coordination procedures of Seoul's P73 through primary sources, and establishes that the Sejong area is presently subsumed within a separate P65B no-fly zone unrelated to presidential protection. It then analyzes the prospective conflicts along two dimensions: the overlap of flight-approval authority at the administrative layer, and the conflict over counter-drone asset operation at the operational layer. On this basis, the study identifies the core problem of this zone not as an absence of response authority but as its density, and proposes assigning an Operational Coordination Priority (OCP) to the Presidential Security Service, limited to the operational phase, grounding this priority in the continuity of government. The coordination is specified across four layers: detection (radio-frequency interference prevention), neutralization deconfliction, phase-transition decision, and common operational picture integration. The proposed OCP is distinct from command authority: it includes no engagement-command authority over other institutions' assets, does not transfer any institution's protection responsibility, and reverts to the original order once the operational phase ends. This study contributes by demonstrating the need to arrange inter-agency protocols and procedures in advance, before the protected airspace is established.

행정중심복합도시 세종에 대통령 세종집무실이 건립되면, 해당 구역 상공에는 서울에 설정된 P73 비행금지구역에 준하는 통제공역이 설정될 것으로 예상된다. 그러나 이 구역에는 국회 세종의사당, 정부세종청사 등 서로 다른 헌법적 근거와 소관 사무를 가진 복수의 기관이 병존하며, 이들이 위치하는 단일 공역에서 대드론 장비의 운용 우선순위를 조정할 제도와 장치는 아직 마련되어 있지 않다. 본 연구는 아직 도래하지 않은 이 상황을 선제적 거버넌스 설계의 대상으로 삼는다. 먼저 서울 P73 공역의 구조와 협조 방식을 1차 자료로 확인하고, 세종 일대가 현재 별도의 P65B 공역에 포섭되어 있음을 밝힌 뒤, 방호공역이 신설될 경우 발생할 상충 구조를 행정 층위의 비행승인권 중첩과 작전 층위의 대응장비 운용 상충이라는 두 분야로 분석하였다. 이를 바탕으로 이 구역의 문제가 대응 권한의 부재가 아니라 권한의 밀집에 있음을 규명하고, 작전 국면에 한하여 대통령경호처에 작전조정 우선권(Operational Coordination Priority, OCP)을 인정하되 그 근거를 정부 기능의 연속성에서 도출하는 설계안을 제시하였다. 조정은 탐지ㆍ무력화 디컨플릭션ㆍ국면전환 결심ㆍ공통상황도 통합의 네 층위로 구체화된다. 본 연구가 제안하는 조정 우선권은 지휘권과 구별되는 개념으로서, 작전 국면이 종료되면 원상으로 복귀한다. 본 연구는 방호공역이 설정되기 이전 단계에서 기관 간 협약과 절차를 선행 정비할 필요성을 논증하였다는 점에서 정책적 의의를 가진다.
