Purpose : This study empirically and politically explores sustainable regional economic revitalization measures for the super-regional triangular tourism belt comprising Danyang-gun and Jecheon-si in North Chungcheong Province and Yeongwol-gun in Gangwon Special Self-Governing Province, which are facing a severe crisis of regional extinction due to low birth rates, an aging population, and a decline in the resident population. Research design, data, methodology : Based on the theory of neo-endogenous regional development and the Short-Standing Supply Chains (SFSCs) model, the study conducts an in-depth analysis of the distribution networks and business mechanisms of the Vancouver Farmers Market and Chilliwack Harvest Market in British Columbia, Canada. Results : By linking the analysis results to the high value-added processing of food resources in traditional markets within Korea's central inland region—namely, Danyang Gugyeong Market, Jecheon Yeokjeon Hanmaeum Market, and Yeongwol Seobu Market—the study designs concrete implementation plans for regional economic revitalization. Conclusions : This study defines the tourism and local food industries as service exports from the perspective of shifting consumption, which is the second form of GATS service trade, and presents a super-regional self-reliant regional economy model that combines the Korea Trade Insurance Corporation (K-SURE)'s comprehensive service insurance and trade credit guarantee policy finance solutions to mitigate external trade finance risks.

본 연구는 저출산·고령화 및 정주인구 감소로 인해 심각한 지방소멸 위기에 직면한 충청북도 단양군, 제천시, 강원특별자치도 영월군의 초광역 삼각관광 벨트를 대상으로 지속가능한 지역경제 활성화 방안을 실증 및 정책적으로 모색한다. 신내생적 지역발전 이론과 로컬 푸드 단거리 공급망(SFSCs) 모델을 이론적 기초로 삼아, 캐나다 브리티시컬럼비아주 밴쿠버 파머스 마켓과 칠리왁 하베스트 마켓의 유통 네트워크 및 비즈니스 메커니즘을 심층 분석한다. 분석 결과를 국내 중부내륙 권역의 전통시장인 단양 구경시장, 제천 역전한마음시장, 영월 서부시장의 먹거리 자원 고부가가치화와 연계하며 구체적인 지역경제 활성화 실행 계획을 설계한다. 나아가 본 연구는 관광 및 로컬 푸드 산업을 가츠(GATS) 서비스 무역의 제2형태인 소비지 이동 관점의 서비스 수출로 규정하고, 대외 무역금융 리스크를 완화하기 위해 한국무역보험공사(K-SURE)의 서비스종합보험 및 무역신용보증 정책금융 솔루션을 결합한 초광역 자립적 지역경제 모델을 제시한다.
