Purpose : This study examines South Korea's evolving investment treaty strategy, tracing the transition from early Bilateral Investment Treaties (BITs) toward prospective accession to the CPTPP, within the broader context of Indo-Pacific economic integration. Research design, data, methodology : The study employs a qualitative approach integrating treaty text analysis, policy document review, and comparative analysis, contrasting Korea's investment governance trajectory with that of Japan, Australia, and Singapore. International political economy frameworks are applied to identify underlying strategic motivations. Results : Korea's investment treaty strategy has shifted from a passive, bilateralism-centered approach to a proactive multi-layered model that links trade, digital economy, and sustainability norms. This shift reflects Korea's recalibration in response to shifting Indo-Pacific power dynamics and the demand for deeper institutional integration. Conclusions : Korea's prospective CPTPP accession strategy represents a strategic repositioning in investment governance, bridging economic openness with national interest and resilience. Medium-sized economies like Korea must navigate the tension between normative alignment and domestic structural adjustment when engaging in mega-regional investment frameworks.

본 논문은 한국의 투자조약 전략의 진화과정을 고찰한다. 구체적으로 초기 양자투자협정(BIT) 체제로부터 포괄적·점진적 환태평양경제동반자협정(CPTPP) 참여에 이르기까지, 인도-태평양 경제통합의 맥락에서 이 전략적 전환의 법적·경제적·전략적 차원을 분석한다. 연구방법으로는 조약 텍스트 분석, 정책문서 검토, 비교분석을 결합한 질적 접근법을 활용하였으며, 한국의 투자협정 거버넌스 경로를 일본, 호주, 싱가포르와 비교하였다. 분석결과, 한국의 투자조약 전략은 수동적·양자주의 중심에서 무역, 디지털경제, 지속가능성 규범을 연계하는 능동적 다층구조 모델로 전환되고 있음을 확인하였다. 이러한 전환은 인도-태평양 권력구조의 변화와 더욱 심화된 제도적 통합에 대한 요구에 대응한 한국의 전략적 재조정을 반영한다. 결론적으로, 한국의 CPTPP 가입 전략은 투자 거버넌스 측면에서의 전략적 재포지셔닝을 의미하며, 경제적 개방성과 국가이익 및 회복탄력성 사이의 균형을 모색하는 과정임을 시사한다.
