대학 기반 Living Lab의 조직역량 형성 메커니즘 : 지역혁신 플랫폼 구축 사례를 중심으로
Organizational Capability Formation Mechanism of a University-based Living Lab : A Case Study on Building a Regional Innovation Platform
Universities are increasingly expected to move beyond their traditional missions of education and research to become key actors in addressing regional challenges and promoting sustainable regional innovation. In response to this changing role, university-based Living Labs have emerged as collaborative innovation models in which universities, local governments, public organizations, businesses, and community members jointly identify and solve real-world problems. Although previous studies have primarily focused on educational outcomes, participant learning, and program performance, relatively little attention has been paid to how the experiences accumulated through Living Lab activities are transformed into organizational capabilities that enable universities to evolve into sustainable regional innovation platforms. This study reinterprets university-based Living Labs from the perspective of organizational capability formation and investigates the mechanism through which collaborative experiences and practical knowledge are accumulated and transformed into organizational capabilities. A qualitative case study was conducted on a regional problem-solving Living Lab implemented by University C in Gyeonggi Province in collaboration with Wonjong Traditional Market in Bucheon City. Multiple sources of evidence, including project documents, operational records, student outputs, participant observations, focus group interviews (FGIs), satisfaction surveys, and project reports, were analyzed using a triangulation approach to enhance the credibility of the findings. The findings reveal that organizational capabilities are developed through an integrated mechanism consisting of collaborative governance, co-creation, organizational learning, and dynamic capabilities. Collaborative governance enabled the university to develop collaboration capability by coordinating diverse regional stakeholders. Co-creation strengthened collective problem-solving capability through the integration of local knowledge and academic expertise. The experiences and practical knowledge accumulated during project implementation were shared, reflected upon, and incorporated into organizational knowledge and operational practices, thereby strengthening organizational learning capabilities. Subsequently, the accumulated organizational knowledge and operational experience were reconfigured and applied to new educational programs, regional partnership projects, and the ANCHOR initiative through dynamic capabilities, thereby developing innovation diffusion capability. Taken together, the findings demonstrate that a university-based Living Lab functions as an organizational mechanism through which collaborative governance, co-creation, organizational learning, and dynamic capability collectively foster organizational capabilities, ultimately enabling universities to evolve into sustainable regional innovation platforms. This study extends the existing Living Lab literature by shifting the analytical focus from educational outcomes to the mechanism of organizational capability formation. It also provides practical implications by suggesting that university-led regional innovation initiatives should be evaluated not only by short-term project outcomes but also by the accumulation of collaboration capability, collective problem-solving capability, organizational learning capability, and innovation diffusion capability that support long-term regional innovation.

최근 대학은 교육과 연구를 수행하는 전통적인 역할을 넘어 지역사회와 협력하여 지역문제를 해결하고 지속가능한 지역혁신을 촉진하는 핵심 주체로 그 역할이 확대되고 있다. 이러한 변화에 따라 대학 기반 Living Lab은 대학과 지방자치단체, 기업, 공공기관 및 지역주민이 실제 생활환경에서 공동으로 문제를 발굴하고 해결하는 대표적인 지역혁신 모델로 확산되고 있다. 그러나 기존 연구는 대학 기반 Living Lab의 교육적 효과, 참여자의 학습성과 및 프로그램 운영성과를 중심으로 이루어져 왔으며, Living Lab 운영 과정에서 축적된 협력 경험과 실천적 지식이 조직학습을 통해 대학의 조직역량으로 전환·축적되고, 이러한 역량이 후속 교육과 지역협력 활동으로 확산되어 지역혁신 플랫폼의 기반을 형성하는 과정에 대해서는 상대적으로 논의가 부족하였다. 이에 본 연구는 대학 기반 Living Lab을 조직역량 형성 메커니즘의 관점에서 재해석하고, 협력적 거버넌스와 공동창조를 통해 형성된 경험과 지식이 조직학습을 거쳐 조직지식으로 내재화되고, 동적역량을 기반으로 후속 교육과 지역협력 활동에 재구성·확산되는 조직역량 형성 과정을 규명하는 것을 목적으로 하였다. 이를 위해 경기도 소재 C대학교가 부천시 원종중앙시장을 대상으로 운영한 지역문제 해결형 Living Lab 사례를 대상으로 질적 사례연구를 수행하였다. 연구자료는 사업계획서와 운영자료, 학생 결과물, 참여관찰 기록, 심층면담(FGI), 만족도 조사 및 성과보고 자료 등을 활용하였으며, 다양한 자료원을 상호 비교하는 삼각검증(triangulation)을 통해 분석의 신뢰성을 확보하였다. 연구 결과, 대학 기반 Living Lab의 조직역량은 협력적 거버넌스(collaborative governance), 공동창조(co-creation), 조직학습(organizational learning), 동적역량(dynamic capability)이 유기적으로 연계되는 메커니즘을 통해 형성되는 것으로 나타났다. 먼저 협력적 거버넌스는 대학과 지역사회의 다양한 이해관계자를 연결하고 조정하는 협력역량을 형성하였으며, 공동창조 과정은 지역의 현장지식과 대학의 전문지식을 통합하여 공동문제해결역량을 강화하는 기반으로 작용하였다. 또한 공동실천 과정에서 축적된 경험과 지식은 성찰과 환류를 통해 조직학습역량으로 발전하였으며, 조직학습을 통해 축적된 조직지식과 운영경험은 동적역량을 통해 새로운 교육과정과 지역협력사업, 앵커(ANCHOR) 사업 등에 맞게 재구성·활용되면서 혁신확산역량으로 발전하였다. 이러한 결과는 대학 기반 Living Lab이 협력적 거버넌스, 공동창조, 조직학습 및 동적역량을 통해 조직역량을 지속적으로 축적하고, 궁극적으로 대학을 지역혁신 플랫폼으로 발전시키는 핵심 메커니즘으로 기능함을 보여준다. 본 연구는 대학 기반 Living Lab을 교육성과 중심으로 이해하였던 기존 연구를 확장하여 조직역량 형성 메커니즘이라는 새로운 분석관점을 제시하였다는 점에서 학술적 의의를 가진다. 또한 대학의 지역혁신사업을 단기적인 사업성과가 아니라 협력역량, 공동문제해결역량, 조직학 습역량 및 혁신확산역량의 축적이라는 조직적 관점에서 평가할 필요성을 제시함으로써 대학 기반 Living Lab의 지속가능한 운영과 앵커정책의 고도화를 위한 실무적 시사점을 제공한다.
