A Study on the Development of a Dynamic Occupational Health and Safety Management Supplementary Model for Enhancing Industrial Site Resilience
The purpose of this study is to develop a Resilience Engineering-based "Dynamic Occupational Health and Safety Management Supplementary Model (Dynamic-SMS)" capable of recognizing and responding to the impacts of atypical external risk factors caused by the climate crisis on industrial sites in real time. Existing occupational health and safety management systems (such as KOSHA-MS and ISO 45001) operate within a static framework that relies on annual and quarterly plans. Consequently, they possess structural limitations in timely capturing rapidly fluctuating climate risks on a daily or hourly basis, as well as the microclimatic risk transference processes determined by geographical locations. To overcome these limitations, this study implants the four core capabilities of resilience—Anticipation, Absorption, Adaptation, and Recovery—into the system architecture and designs a variable risk assessment model by combining a "Real-time Environmental Sensing Layer" beneath the conventional PDCA cycle. By integrating on-site IoT temperature and humidity sensors with public APIs from the Korea Meteorological Administration, the system continuously calculates real-time apparent temperatures (WBGT). This underpins a dynamic process that automatically levels risk indices into three distinct stages (Attention, Alert, and Serious) and instantly disseminates actionable item plans to area-specific manager applications and smart digital signage. Furthermore, this study operationalizes the practical implementation strategies of a company-wide "Smart Safety Work Platform," which allows individual workers to directly perceive risks via mobile devices, alongside a local government-linked microclimate data sharing hub. The Dynamic-SMS model proposed in this study is expected to make significant academic and practical contributions to creating a sustainable industrial safety ecosystem centered on workers' right to life. It achieves this not only by preemptively hedging the legal and economic risks imposed on corporations following the enforcement of the Serious Accidents Punishment Act but also by proposing a paradigm shift in policy, including the amendment of the Enforcement Decree of the Occupational Safety and Health Act and the state-led dissemination of smart safety infrastructure for small and medium-sized subcontractors.

본 연구는 기후위기로 인한 비정형적 외부 위험 인자가 산업 현장에 미치는 충격을 실시간으로 수용하고 대처할 수 있도록, 복원력 공학 (Resilience Engineering) 기반의 ‘동태적 안전보건경영 보완모델(Dynamic-SMS)’을 개발하는 데 목적이 있다. 기존의 안전보건경영시스템(KOSHA-MS 및 ISO 45001)은 연간 및 분기별 계획에 의존하는 정적(Static) 프레임워크 내에서 운영되어, 일·시간 단위로 급격히 변동하는 기후 리스크와 지리적 위치별 미기상학적 특성에 따른 위험 전이 과정을 적시에 포착하지 못하는 구조적 한계를 내포하고 있다. 이를 극복하기 위해 본 연구는 복원력의 4대 핵심 역량인 [예측-흡수-적응-회복] 단계를 시스템 아키텍처에 이식하고, 기존 PDCA 사이클 기저에 ‘실시간 환경센싱 레이어’를 결합한 가변적 위험성평가 모델을 설계하였다. 사내 설치된 IoT 온·습도 센서 및 기상청 공공 API를 연동하여 실시간 체감온도(WBGT)를 산출하고, 이를 통해 위험 지수를 3단계(주의·경계·심각)로 자동 레벨링하여 구역별 관리자 앱과 스마트 전광판에 액션플랜을 즉각 전파하는 동태적 프로세스를 수립하였다. 또한, 이를 근로자 개개인이 모바일 기기를 통해 직시할 수 있는 ‘스마트 안전워크플랫폼'의 전사적 구축과 지자체 연계형 미기상 데이터 공유 허브의 실무 적용 방안을 구체화하였다. 본 연구가 제안하는 동태적 안전보건 모델은 중대재해처벌법 발효에 따른 기업의 사법적·경제적 리스크를 선제적으로 헤징(Hedging)할 뿐만 아니라, 산업안전보건법 시행령 개정 및 중소 협력사를 위한 국가 주도의 스마트 안전 인프라 보급이라는 정책적 패러다임 전환을 제안함으로써 근로자 생명권 중심의 지속 가능한 산업 안전 생태계를 조성하는 데 학술적·실무적으로 크게 기여할 것으로 기대된다.
