An Empirical Analysis of Determinants of National R&D Performance : Focusing on Technology Fields Related to Busan's Five Major Industrial Innovation Clusters
This study aims to provide foundational evidence for addressing the structural challenges of industrial decline and youth outmigration in non-metropolitan areas, by empirically analyzing the determinants of performance and the efficiency structure of national research and development (R&D) projects in technology fields associated with the five major industrial innovation clusters designated by the Busan Metropolitan Government (mechanics, materials, electrical and electronics, information and communication, and energy and resources, among others). The dataset consists of a nationwide sample of 19,852 R&D projects registered in the National Science and Technology Information Service (NTIS) from 2016 to 2020, constructed based on the matching of NTIS technology classification categories rather than the geographic location of performing institutions. Project-level efficiency was evaluated using an output-oriented BCC model of Data Envelopment Analysis (DEA), where research funding was treated as the input and the number of publications and patent applications/registrations as outputs, and the statistical significance of efficiency differences across institution type, research stage, and technology field was confirmed using the Kruskal-Wallis test. To further explore the qualitative technological characteristics underlying high efficiency, Latent Dirichlet Allocation (LDA)-based topic modeling was conducted on the abstracts of research reports associated with highly efficient projects. The results indicate that university-led basic research projects exhibited the highest efficiency, and among these, the materials sector was selected for in-depth analysis in consideration of its policy relevance to Busan's industrial structure. The topic modeling results reveal that high-efficiency projects are concentrated around three strategic technological domains: (1) nanotechnology-based advanced materials research, (2) convergence materials aligned with ESG and energy transition, and (3) semiconductor-based materials technologies addressing future technological competitiveness. These findings provide a foundational basis for designing structural innovation strategies that link university-centered basic research capabilities with regional industrial ecosystems, and are expected to contribute to the advancement of science and technology policies in Busan, the development of strategic industries, and the retention of young talent through the creation of high-quality employment opportunities in the region.

본 연구는 비수도권 지역의 산업 기반 약화 및 청년 인재 유출 심화 문제에 대응하기 위한 기초자료 마련을 목적으로, 부산광역시가 지정한 5대 산업혁신클러스터(기계, 재료, 전기·전자, 정보·통신, 에너지·자원 등)와 관련된 기술분야를 중심으로 국가 연구개발(R&D) 과제의 성과 결정요인과 효율성 구조를 실증적으로 분석하였다. 분석 대상은 NTIS 기술분류체계상 대분류 항목의 일치 여부를 기준으로 구성된 전국 단위의 국가 R&D 과제로, NTIS에 등록된 2016년부터 2020년까지의 19,852건의 과제 데이터를 대상으로 하였다. 과제별 효율성 평가는 연구비(투입) 대비 논문 및 특허 출원·등록 건수(산출)를 기준으로 DEA의 산출지향형 BCC 모형을 적용하였으며, 수행기관 유형·연구단계·기술분류별 효율성 차이의 통계적 유의성을 크루스칼-왈리스 검정으로 확인하였다. 효율성이 높은 과제를 대상으로 연구보고서 초록을 수집하여 LDA 기반 토픽모델링을 수행함으로써 정량적 효율성에 내재된 정성적 기술 패턴을 규명하였다. 분석 결과 대학이 주관하는 기초연구 단계의 과제가 가장 높은 효율성을 나타냈으며, 이 중 재료 분야를 부산 지역 산업 구조와의 정책적 정합성을 고려하여 심화 분석 대상으로 선정하였다. LDA 토픽모델링 결과, 고효율 과제들은 나노기술(NT) 기반 첨단소재 연구, ESG·에너지 전환 대응형 융합소재 연구, 미래 기술패권 경쟁 대응형 반도체 기반 재료 소재 연구의 세 가지 전략적 기술 축을 중심으로 집중되어 있었다. 이러한 결과는 대학 중심의 기초연구 역량을 지역 산업생태계와 연계하는 구조적 혁신 전략 수립에 기초 자료로 활용될 수 있으며, 특히 부산 지역의 과학기술정책 고도화, 전략산업 육성, 청년 인재정착 및 지역 내 고급 일자리 창출에도 기여할 것으로 기대된다.
