청년 일경험 지원정책의 진단 및 발전 방안 연구 : 대전시를 중심으로
A Study on the Diagnosis and Development Plan of Youth Work Experience Support Policies : Focusing on Daejeon Metropolitan City
This study aims to analyze the structure and operational performance of Daejeon City's youth work experience support programs and to empirically diagnose the mismatch between employer demand and youth experience, thereby deriving directions for policy advancement. The analysis targets three flagship programs: the Daejeon Youth Internship Program, the Daejeon-style Co-op Young Leader Development Program, and the Daejeon Settlement-Type Youth Employment Comprehensive Project. We examined program structures, budget changes, participation scale, operational mechanisms, and limitations, and analyzed demand-supply alignment using a survey of 117 firms and focus group interviews (FGIs) with 9 youth participants. The findings reveal that, while Daejeon's policies partially provide field experience and expand recruitment linkages, their effectiveness is constrained by budget cuts, short-term operation, restrictive participation, job mismatch, insufficient pre-employment training, and weak mentoring and follow-up systems. Firms emphasized work experience and communication/personality skills, with most internship-operating firms reporting full-time conversion experiences. In contrast, youth strongly demanded substantive job experience, alignment with majors and desired roles, longer-term programs, and post-program career support. Accordingly, this study proposes five core policy tasks: (1) shifting from short-term experience programs to skill-accumulation programs; (2) building a demand-based precision matching system; (3) systematizing the pre-training, on-site learning, and follow-up cycle; (4) restructuring programs linked to regional industries; and (5) constructing an integrated platform and cooperative governance. The findings suggest that the effectiveness of regional youth work experience policy is determined not by the expansion of program numbers but by policy design grounded in demand-supply alignment.

본 연구는 대전시 청년 일경험 지원정책의 기존사업 구조와 운영성과를 분석하고, 기업 수요와 청년 경험 간의 미스매치를 실증적으로 진단함으로써 정책 고도화 방향을 도출하는 데 목적이 있다. 이를 위해 대전시의 대표적 청년 일경험 사업인 청년인턴 지원사업, 대전형 코업 청년뉴리더 양성사업, 대전 정착형 청년일자리 종합프로젝트를 대상으로 사업구조와 예산 변화, 참여 규모, 운영 방식 및 한계를 검토하였다. 또한 기업 117개사 대상 설문조사와 청년 참여자 9명 대상 표적집단면접(Focus Group Interview, 이하 FGI) 결과를 활용하여 수요와 공급의 정합성을 분석하였다. 분석 결과, 대전시 청년일경험 지원정책은 청년에게 현장 경험 기회를 제공하고 기업의 채용 연계 가능성을 확대하는 기능을 일부 수행하고 있었으나, 예산 감축, 단기 운영, 제한적 참여 구조, 직무 미스매치, 실무형 사전교육 부족, 멘토링 및 사후관리 미흡 등으로 인해 정책 효과가 제약되고 있는 것으로 나타났다. 기업은 채용 시 직무경험과 인성·커뮤니케이션 능력을 중시하고 있었으며, 인턴십 운영 기업의 다수가 정규직 전환 경험을 보유하고 있었다. 반면 청년은 실질적 직무경험, 전공·희망직무와의 적합성, 장기형 프로그램, 사후 취업지원에 대한 요구를 강하게 제기하였다. 본 연구는 첫째, 단기 체험형 사업에서 직무역량 축적형 사업으로의 전환, 둘째, 수요기반 정밀 매칭체계 구축, 셋째, 사전교육-현장학습-사후관리의 전주기 체계화, 넷째, 지역산업 연계형 프로그램 재구조화, 다섯째, 통합 플랫폼과 협력 거버넌스 구축을 핵심 정책과제로 제안한다. 지역 청년 일경험 정책의 효과성은 단순한 사업 수의 확대가 아니라 수요-공급 정합성에 기반한 정책 설계에 의해 좌우된다는 점을 시사한다.
