조직 혁신성과의 결정요인과 조절효과 : 연구개발비 투자, 연구인력, 정부과제 지원기간을 중심으로
Determinants of Organizational Innovation Performance and the Moderating Effects : Focusing on R&D Investment, Human Capital, and Government Support Persistency
This study examines the effects of R&D investment and research personnel on organizational innovation performance and tests whether the duration of government R&D project support moderates these relationships. Government R&D support duration is conceptualized as a proxy for the research management experience and resource-utilization capabilities accumulated through repeated participation in government R&D projects. Innovation performance is measured using a composite index constructed from the log-transformed and standardized numbers of papers and patents produced from t+2 onward relative to each project’s start year. The analysis uses project-level data from 3,150 government R&D projects, combining information on projects initiated between 2017 and 2019 with performance records collected from 2019 to 2024. Multiple regression models controlling for organizational type, technological field, and project-start year were estimated using HC3 robust standard errors. The results show that both R&D investment and research personnel have significant positive effects on innovation performance. Government R&D support duration also has a significant positive effect and strengthens the positive relationships between each R&D input and innovation performance. These findings indicate that the innovation outcomes of government R&D projects depend not only on the scale of financial and human resources but also on the research management experience and resource-utilization capabilities accumulated during project implementation. This study contributes to the literature by conceptualizing support duration as a proxy for accumulated research management capability and by identifying the conditions under which financial and human R&D resources are converted into innovation outcomes. The results suggest that government R&D policy should move beyond short-term budget support toward continuous and phased support that facilitates the accumulation of organizational research management capability.

본 연구는 연구개발비 투자와 연구인력 규모가 조직 혁신성과에 미치는 영향을 검증하고, 정부과제 지원기간이 두 관계를 조절하는지를 실증적으로 분석하였다. 정부과제 지원기간은 조직이 정부 R&D 과제를 반복적으로 수행하면서 축적한 연구관리 경험과 자원 활용역량의 대리 변수로 설정하였다. 혁신성과는 과제 시작연도(t)를 기준으로 t+2년도 이후 발생한 논문 수와 특허 수를 각각 로그변환·표준화한 후 결합한 지수로 측정하였다. 분석에는 2017년부터 2019년까지 착수된 정부 R&D 과제의 기본정보와 2019년부터 2024년까지 집계된 성과정보를 결합한 3,150개 과제 단위 자료를 활용하였다. 조직유형, 기술분야 및 과제 시작연도를 통제한 다중회귀분석에 HC3 강건표준오차를 적용하였다. 분석결과, 연구개발비 투자와 연구인력 규모는 각각 혁신성과에 유의한 정(+)의 영향을 미쳤다. 정부과제 지원기간도 혁신성과에 정(+)의 영향을 미쳤으며, 연구개발비 투자 및 연구인력 규모와 혁신성과 간 정(+)의 관계를 모두 강화하였다. 이러한 결과는 정부 R&D 지원의 성과가 재무적·인적 자원의 투입 규모뿐 아니라 과제 수행과정에서 축적된 연구관리 경험과 자원 활용역량에 따라 달라질 수 있음을 보여준다. 본 연구는 정부과제 지원기간을 연구관리 역량 축적의 대리변수로 제시하고, 연구개발 자원이 혁신성과로 전환되는 조건을 실증적으로 규명하였다는 점에서 의의가 있다. 정책적으로는 단년도 예산지원에서 벗어나 조직의 연구관리 역량 축적을 지원하는 지속적·단계적 정부 R&D 지원체계가 필요함을 시사한다.
