This study aimed to examine how purpose-specific financial support provided to universities by the central government and local governments influences university–industry collaboration outcomes through the mediating role of university activities. The university–industry collaboration outcomes examined in this study were industry-sponsored research income, technology transfer income, and income from educational program operations. To achieve this objective, regression analyses based on a sequential design were conducted using publicly disclosed institutional data from 344 universities in South Korea. The findings and implications of this study are as follows. First, the effects of financial support provided to universities by the central government and local governments on industry-sponsored research income, technology transfer income, and income from educational program operations varied by funding purpose. Based on these findings, this study suggests that the central government and local governments should allocate financial resources by prioritizing purpose-specific financial support that has positive effects on particular university–industry collaboration outcomes, thereby helping to enhance universities' industry-sponsored research income, technology transfer income, and income from educational program operations. Second, the mediating variables (i.e., university activities) that positively influenced each of the three university–industry collaboration outcomes—industry-sponsored research income, technology transfer income, and income from educational program operations—differed across the outcomes. The mediating variables that positively affected industry-sponsored research income were private research funding, research support expenditures, intellectual property costs, the number of field-training institutions, and on-campus support expenditures for entrepreneurship education. The mediating variables that positively affected technology transfer income were the number of technology transfer cases, intellectual property expenditures, and performance utilization support expenditures. The mediating variables that positively affected income from educational program operations were personnel support expenditures for dedicated industry–university cooperation staff and laboratory and practical training expenditures. Based on these findings, this study suggests that the central government, local governments and universities should strategically support and manage the university activities associated with the specific university–industry collaboration outcomes they seek to enhance.

본 연구는 전국 대학에 지원된 중앙정부 및 지방자치단체의 목적별 대학재정지원금이 어떤 변인의 매개를 통해 대학의 산학협력 성과(산업체 연구 수익, 기술이전 수익, 교육운영 수익)에 영향을 미치는지를 파악하는 데 목적을 두었다. 연구 목적을 달성하기 위해 344개 대학의 정보공시 데이터를 대상으로 시차적 순차 설계에 기반을 둔 회귀분석을 실시하였다. 본 연구의 결과와 제언은 다음과 같다. 첫째, 중앙정부와 지방자치단체의 대학재정지원금은 사업목적에 따라 대학의 산업체 연구 수익, 기술이전 수익, 교육운영 수익에 미치는 영향이 달랐다. 따라서 중앙정부와 지자체는 차후 대학의 산학협력 성과(산업체 연구 수익, 기술이전 수익, 교육운영 수익)를 향상시키기 위해 해당 수익에 긍정적인 영향을 미치는 사업목적의 대학재정지원을 집중 제공하는 방식으로 자원을 배분해야 함을 제안하였다. 둘째, 대학의 산업체 연구 수익, 기술이전수익, 교육운영 수익에 긍정적 영향을 미치는 매개변인(대학활동)은 차이가 있었다. 산업체 연구 수익에 긍정적인 영향을 주는 매개변인은 민간 연구비, 연구 지원비, 지식재산권 비용, 현장실습 실습기관 수, 창업교육 교내 지원비였고, 기술이전 수익에 긍정적 영향을 주는 매개변인은 기술이전 건수, 지식재산권 비용, 성과 활용 지원비였다. 교육운영 수익에 긍정적인 영향을 미치는 매개변인은 산학협력 전담인력 지원비(인건비), 실험실습비였다. 따라서 중앙정부 및 지자체, 그리고 대학은 추구하는 산학협력 성과별로 관련된 매개변인을 전략적으로 지원하고 관리해야 함을 제안하였다.
