This study aims to examine the transformation of home-country investment and entrepreneurship among Japanese-Korean businessmen before and after the 1990s. To achieve this objective, a literature review was conducted along with in-depth interviews with 19 Japanese-Korean entrepreneurs and representatives of economic organizations in Tokyo and Osaka, Japan, in order to analyze changes in investment motivations and the business environment. The findings reveal that, prior to the 1990s, home-country investment was primarily driven by patriotism, ethnic solidarity, and a strong commitment to contributing to the economic development of the homeland. Since the 1990s, however, the forces of globalization, the expansion of the market economy, and generational change have shifted entrepreneurial values toward transnational entrepreneurship that emphasizes profitability, market orientation, and global competitiveness. The study also suggests that promoting home-country investment requires a stable institutional and investment environment, one-stop administrative support, regulatory reform, stronger linkages with strategic industries, tailored investment information, and enhanced networks with younger generations of overseas Koreans. This study reinterprets the evolution of home-country investment by Japanese-Korean businessmen from an ethnic contribution-oriented model to a global investment strategy and provides policy implications for redefining investment policies toward overseas Korean communities.

이 연구는 1990년대를 전후하여 재일 한상(재일동포 기업)의 모국 투자 전개 과정과 기업가정신의 변화를 분석하는 것을 목적으로 하였다. 문헌조사와 함께 일본 도쿄·오사카 지역 재일동포 기업가 및 경제단체 관계자 19명을 대상으로 심층 인터뷰 조사를 수행하여 투자 동기와 경영환경의 변화를 고찰하였다. 연구 결과, 1990년대 이전의 모국 투자는 애국심과 민족적 연대, 모국 발전에 대한 공헌 의식이 중심이었으나, 이후에는 세계화와 시장경제의 확산, 세대교체의 영향으로 수익성과 시장성, 글로벌 경쟁력을 중시하는 초국가적 기업가정신으로 전환된 것으로 나타났다. 또한 투자 활성화를 위해서는 안정적인 제도와 투자환경 조성, 원스톱 행정 지원, 규제 개선, 전략산업과의 연계, 맞춤형 정보제공 및 차세대 재외동포와의 네트워크 강화가 필요한 것으로 분석되었다. 이 연구는 재일 한상의 모국 투자를 민족적 공헌 중심의 투자에서 글로벌 투자전략으로 전환되는 과정을 재해석하고, 재외동포 투자 정책의 새로운 방향을 제시하였다는 점에서 의의가 있다.
