To understand implications for local regeneration through a “reverse-thinking strategy” that transforms crisis into opportunity, we examine the “Zero Waste Village” strategy of Kamikatsu-cho, Japan and compare it with rural waste management in Sannae-myeon, Namwon City. Drawing on Kingdon's Multiple Streams Framework, the “Zero Waste Village” strategy is defined as the qualitative transformation achieved by redefining crisis as a regional identity resource and is operationalized through three contexts, 1) public problem framing, 2) binding goal-setting, and 3) branding of regional assets. Our findings conclude that villages facing population decline possess high potential to convert adversity into opportunity, driving local regeneration. Literature review, field investigation in Kamikatsu-cho, in-depth interviews with stakeholders, expert panel FGIs, a field survey in Namwon City, and activity records of the “Cooperative Vinyl-Free Store” are some of the methods used in this study. Through collaborative governance, a 45-category separation system, corporate partnerships, and SDGs-linked administration, our analysis shows that Kamikatsu achieved an 81.1% recycling rate, a 50% cost reduction, and 18,508 annual visitors. Due to the lack of a corresponding strategy, Namwon's Eup and Myeon districts share structural conditions similar to pre-2003 Kamikatsu. This clearly shows that the decisive difference lies in the strategy itself, not situational conditions. Our study proposes the following five implications for local village regeneration: reframing crisis as opportunity, simultaneous infrastructure development and resident participation, public-private collaborative governance, community hubs utilizing idle spaces, and an SDGs-linked administrative system.

본 연구는 일본 가미카쓰쵸(上勝町)의 ‘제로웨이스트 마을’ 전략을 검토하고, 이를 남원시 산내면을 중심으로 농산촌 쓰레기 관리 현황과 비교한 후, 위기를 기회로 전환한 ‘역발상 전략’을 핵심적인 분석틀로 지역재생의 시사점을 도출한다. 위기를 지역의 정체성 자원으로 재정의하여 질적 전환을 추구하는 것을 ‘역발상 전략’으로 정의하고, Kingdon의 다중흐름모형에 근거해 공개적 문제 직시・구속적 목표 설정・지역 자산의 브랜드화라는 세 조건으로 조작화하였다. 결론은 인구소멸 위기에 처한 한계마을일수록 악재를 호재로 전환할 잠재력이 더 크며, 이러한 적극적인 전환노력이 지역재생의 강력한 동력이 될 수 있다는 것이다. 연구 방법으로는 문헌연구, 가미카쓰 현장 조사, 행정 및 현지 이해관계자 심층 인터뷰, 전문가 패널 FGI, 남원시 읍・면 지역 쓰레기 실태조사, 지역단체 ‘협동조합 비니루없는점빵’의 활동 기록 등을 활용하였다. 분석 결과, 가미카쓰는 협력형 거버넌스, 45종 분리배출 제도, 기업 파트너십, SDGs 연계 행정을 통해 재활용률 81.1%, 비용 50% 절감, 연간 방문자 18,508명을 달성하였다. 남원시 읍・면 지역은 2003년 이전 가미카쓰와 유사한 구조적 조건에 있으나 이에 상응하는 전략이 부재하다. 둘의 비교를 통해 확인된 결정적 차이는 결국 상황 조건이 아닌 재생 전략의 수립과 목적 및 그 과정에 있음을 확인했다. 본 연구는 위기를 기회로 재구성하는 전략, 인프라 구축과 주민참여의 동시 추진, 민관 협력형 거버넌스 구축, 폐교 등 유휴공간을 활용한 커뮤니티 거점 조성, SDGs 연계 행정체계 구축 등 다섯가지 시사점을 제시한다.

본 한국일본학회는 일본관련 학회로는 1973년에 한국 최초로 성립되어 2015년 3월 현재 가입회원수 기준 1000여명에 달하는 방대한 학회로 발전하였다. 본 학회는 일본어학 및 일본학은 물론,일본의교육,사상,역사,민속 등 일본학 전반에 걸친 연구와 한일간의 일본학 전반에 걸친 비교 연구를 대상으로 하는 학회로서 회원들의 연구기회 제공과 정보의 교류를 주된 목표로 하고 있다. 분회 발표를 포함하여 매년 20회 가까운 학술발표회와 국제학술대회를 개최 함으로서 발표 기회의 제공과 함께 회원 상호간의 친목 도모의 장으로도 활용하며 건전한 학회발전을 지향하고 있다.
