Focusing on the relationship between national land policy and national infrastructure policy, we examine how Japan's infrastructure policy framework has been reorganized in a shrinking society. Recently, the downsizing of Japan’s infrastructure policies has been understood as inevitable measures to address population decline, the increase in aging infrastructure, and fiscal deterioration. We were interested in identifying the causes of the infrastructure problems currently facing Japan, as a result of the varied maintenance and management standards contributing to policy contradictions and political backgrounds across different eras. To this end, we conducted a diachronic analysis of major official Japanese policy documents, including the Comprehensive National Development Plan, the National Spatial Strategy, the Priority Plan for Social Infrastructure Development, the National Resilience Policy, and the Basic Plan for the Life Extension of Infrastructure. Under the pretext of industrial promotion and balanced regional development, Japan's infrastructure policy in a growth society pursued supply expansion. However, since the 2000s, the policy has shifted toward a management-oriented policy system emphasizing efficiency, maintenance, and selective concentration. The combined effects of fiscal austerity, decentralization, metropolitan-centered political strategies, the discourse of regional extinction, and neoliberal policy norms have shaped this transition. Therefore, the transformation of infrastructure policy in shrinking Japanese society should be understood as not merely an adjustment in facility management but as a process through which the state reconstructs the spatial allocation of resources and distributive politics appropriate to a shrinking society.

본 연구는 일본이 성장사회에서 축소사회로 이행하는 과정에서 인프라 정책체계가 어떠한 배경과 과정을 거쳐 재편되었는지를 국토정책과 국가 인프라 정책의 연계성에 주목하여 고찰하였다. 기존 연구는 최근의 인프라 정책변화를 주로 인구감소, 시설 노후화 및 재정악화에 대한 대응으로 설명해 왔다. 본 연구는 이러한 구조적 조건을 인정하면서도, 그 조건에 대응하여 투자와 유지관리의 대상, 공간적 우선순위 및 중앙・지방 간 책임관계가 어떠한 방식으로 재조정되었는지를 분석하였다. 이를 위해 1962년 제1차 전국총합개발계획부터 최근의 국토형성계획, 사회자본정비중점계획, 국토강인화 기본계획, 인프라 장수명화 기본계획 등 일본 정부의 주요 정책을 통시적으로 비교하였다. 분석 결과, 성장사회의 인프라 정책은 산업진흥과 지역격차 시정을 목표로 전국적인 공급 확대를 추진한 반면, 2000년대 이후에는 효율성, 예방보전, 선택적 투자 및 지방의 관리책임을 중시하는 관리형 정책체계로 전환되었다. 이러한 변화는 인구감소・재정악화・시설 노후화・재난위험에 대응한 합리적 정책조정이라는 성격을 가지는 동시에, 어떤 지역과 시설을 우선적으로 유지하고 투자할 것인가를 결정하는 공간적 자원배분의 효과를 수반한다. 따라서 축소사회 일본의 인프라 정책은 단순한 시설 감축이 아니라, 효율성・안전성・형평성 사이의 우선순위와 국가・지방 간 책임관계를 재조정하는 과정으로 이해할 필요가 있다.

본 한국일본학회는 일본관련 학회로는 1973년에 한국 최초로 성립되어 2015년 3월 현재 가입회원수 기준 1000여명에 달하는 방대한 학회로 발전하였다. 본 학회는 일본어학 및 일본학은 물론,일본의교육,사상,역사,민속 등 일본학 전반에 걸친 연구와 한일간의 일본학 전반에 걸친 비교 연구를 대상으로 하는 학회로서 회원들의 연구기회 제공과 정보의 교류를 주된 목표로 하고 있다. 분회 발표를 포함하여 매년 20회 가까운 학술발표회와 국제학술대회를 개최 함으로서 발표 기회의 제공과 함께 회원 상호간의 친목 도모의 장으로도 활용하며 건전한 학회발전을 지향하고 있다.
