Priority Analysis of Constraints on Search and Rescue Operations in Polar Waters : The Case of the Oryong 501 Incident
As climate change reduces sea ice and increases the potential for the use of Arctic shipping routes, the scope of search and rescue (SAR) missions conducted by the Korea Coast Guard is expected to expand into high-latitude polar waters. Such changes may require a fundamental transformation of the existing operational system. This study identifies the major constraints encountered in conducting SAR operations in polar waters and examines the relative priorities of measures for addressing these constraints. To this end, operational records from the response to the sinking of the Oryong 501 in the Russian Bering Sea in 2014, including the dispatch log of Korea Coast Guard Vessel 5001 and the comprehensive SAR operation report, were analyzed in depth. The identified constraints were then evaluated using the Analytic Hierarchy Process (AHP). The case analysis classified the constraints into three upper-level categories and nine lower-level factors. The AHP results showed that field command and coordination ranked first with a weight of 0.481, followed by vessel and specialized equipment operations (0.342) and logistics and maintenance support (0.177). Among the nine lower-level factors, a whole-of-government support and coordination system ranked first, followed by measures to prevent and respond to the freezing of shipboard machinery and critical equipment, and the establishment of an international cooperation framework. These findings indicate that establishing a whole-of-government support and coordination system for effective operational control is the highest-priority task. Based on these findings, this study proposes strengthening the whole-of-government support and coordination system, enhancing capabilities to prevent and respond to the freezing of shipboard machinery and critical equipment, reinforcing international cooperation, and expanding specialized expertise and diplomatic support. By systematically identifying the constraints on SAR operations in polar waters and quantitatively prioritizing improvement measures based on an actual high-latitude cold-water SAR case, this study provides a practical foundation for developing Korea Coast Guard policies and operational systems for future SAR missions in polar waters.
