A Framework for Integrating Subseasonal Prediction Information into Korea Coast Guard MDA and Decision-Making
Maritime Domain Awareness (MDA) integrates information on vessels, surveillance sensors, marine environments, and response resources to support maritime safety and security decision-making. The current MDA system of the Korea Coast Guard primarily focuses on integrating real-time or near real-time information for situational awareness and response. This study proposes an information-processing and decision-making framework that incorporates subseasonal prediction information into MDA to extend situational awareness to potential marine risk conditions over the following 1~4 weeks. Subseasonal predictions are processed as weekly anomalies relative to a hindcast-based climatology and transformed into future situational information for the jurisdictions of regional Korea Coast Guard headquarters. Spatial distribution, intensity, persistence, and changes in anomaly signals between successive forecasts are then provided as a future-information layer within the existing MDA system. The Ready-Set-Go concept is adapted to operational decision-making: the Ready stage uses Week 3~4 outlooks to support information sharing and reviews of schedules and resource preparedness; the Set stage uses Week 1~2 outlooks to refine regional preparedness needs and conditional resource plans; and the Go stage relies on medium- and short-range forecasts and real-time MDA for operational response. Stage transitions are not determined solely by forecast lead time but by the persistence and intensity of risk signals, their spatial movement toward relevant jurisdictions, and their consistency with subsequent forecasts and real-time information. A hypothetical typhoon scenario is also presented to illustrate how the proposed framework could be applied when subseasonal information on tropical cyclone activity becomes operationally available. Rather than serving as a direct trigger for field operations, the proposed framework is intended to provide additional preparation time for reviewing organizational readiness, personnel, equipment, and interagency coordination before marine risks become imminent. The framework provides a basis for advancing Korea Coast Guard MDA toward more anticipatory maritime safety decision-making.
