Limitations and Improvement Measures for Emergency Response Using Mobile Phone Location Information in the Korea Coast Guard
This study aims to analyze the mobile phone location information-based positioning system within the regional Coast Guard's Command Center and to propose a phased institutionalization direction to enhance rescue effectiveness by applying Kingdon’s Multiple Streams Framework(MSF). To achieve this, a literature review on the positioning systems of the National Police Agency and the National Fire Agency was conducted, complemented by expert interviews with practitioners at the Central Regional Coast Guard’s Command Center to ensure the objectivity of the qualitative research. The analysis applying the MSF revealed that the Coast Guard's utilization of location information has stagnated due to an insufficient coupling of policy streams. Specifically, the scarcity of maritime base stations, inadequate system UI/UX, and the practice of arbitrary coordinate inputs formed a powerful 'Problem Stream' that constrains initial rescue responses. Conversely, the ambiguity of legal standards regarding third-party location requests and the vacuum in internal guidelines increased the legal burden on practitioners, serving as constraints that block the organic operation of the 'Policy Stream.' Accordingly, to open the closed 'Policy Window,' this study proposes that the Korea Coast Guard should couple each stream as a 'Policy Entrepreneur' and derives short-, medium-, and long-term policy priorities considering practical feasibility. In the short term, it suggests UI/UX enhancements through internal budgets and the deployment of official shared phones; in the medium term, it proposes enacting internal regulations for third-party location requests and introducing a professional certification system; in the long term, it suggests the necessity of establishing an integrated policy alternative spectrum centered on a government-wide Maritime Domain Awareness(MDA) framework. This research is significant both academically and practically in that it highlights the issue of the Coast Guard's location information within the unique characteristics of the maritime environment and substantiates practical institutional improvement measures through a policy analysis framework.
