The Korea Coast Guard Rescue Unit is a specialized field organization that performs high-risk missions at maritime accident scenes, including search and rescue, emergency care, operation of rescue and emergency equipment, and on-site safety management. However, studies that comprehensively examine the operational system of the Korea Coast Guard Rescue Unit based on the perceptions of personnel with work experience remain limited. Therefore, this study aims to identify the perceptions of experienced personnel regarding the operational system of the Korea Coast Guard Rescue Unit and to exploratorily derive areas requiring improvement for further policy research and institutional review. For this purpose, relevant laws, institutions, previous studies, and research reports were reviewed. In addition, semi-structured in-depth interviews were conducted with 25 Korea Coast Guard officers in the specialized rescue and emergency medical occupational groups who had experience working in rescue units. Based on the major issues identified through the interviews, survey items were developed, and descriptive statistics were conducted using 292 valid responses as the final analysis data. The results identified four areas requiring improvement. First, in the area of performance evaluation and organizational structure, the need to reflect fieldwork characteristics, field contributions, and field commanders’ opinions, as well as to examine the alignment between organizational units and levels of responsibility, was confirmed. Second, in the area of field personnel operation, the need to address emergency medical personnel vacancies, workload concentrated on Level 1 emergency medical technicians, clarification of the roles of Level 2 emergency medical technicians, and review of the training system was identified. Third, in the area of field safety and education and training, the need to supplement training on the operation of new rescue equipment, team-based role allocation training, and safety judgment training for field commanders was derived. Fourth, in the area of commanders’ and department heads’ expertise and field understanding, the need for job understanding and specialized education was confirmed, including the characteristics of rescue unit work, field risks, rescue and emergency equipment and terminology, communication with field personnel, and safety management judgment. This study is significant in that it provides basic data for follow-up policy research and institutional review on specific issues such as the use of performance evaluation data, role allocation of emergency medical personnel, operation training for new equipment, and specialized education for commanders, based on the perceptions of personnel with work experience.

해양경찰구조대는 해양사고 현장에서 수색·구조, 응급처치, 구조·구급장비 운용, 현장안전관리 등 고위험 임무를 수행하는 전문 현장조직이다. 그러나 해양경찰구조대 운영체계를 근무경험자의 인식에 기초하여 통합적으로 검토한 연구는 제한적이었다. 이에 본 연구는 해양경찰구조대 운영체계에 대한 근무경험자의 인식을 확인하고, 후속 정책연구와 제도검토가 필요한 개선 필요영역을 탐색적으로 도출하는 데 목적이 있다. 이를 위해 관련 법령, 제도, 선행연구 및 연구보고서를 검토하고, 해양경찰구조대 근무경험이 있는 특임(구조·구급) 직별 공무원 25명을 대상으로 반구조화 심층면담을 실시하였다. 이후 면담에서 확인된 주요 쟁점을 바탕으로 설문문항을 구성하였으며, 292부를 최종 분석대상으로 하여 기술통계를 실시하였다. 연구 결과, 네 가지 개선 필요영역이 도출되었다. 첫째, 근무평정 및 조직체계 영역에서는 현장업무 특성, 현장기여도, 현장지휘자 의견 반영과 조직단위·책임수준 정합성 검토 필요성이 확인되었다. 둘째, 현장인력 운용체계 영역에서는 구급인력 공백대응, 1급 응급구조사 업무부담, 2급 응급구조사 역할 명확화와 교육체계 검토 필요성이 확인되었다. 셋째, 현장안전 및 교육·훈련 체계 영역에서는 신형 구조장비 운용교육, 팀 단위 역할분담 훈련, 현장지휘자의 안전판단 교육 보완 필요성이 도출되었다. 넷째, 지휘관 및 부서장의 전문성과 현장 이해 영역에서는 구조대 업무특성, 현장위험, 구조·구급 장비와 용어, 현장요원과의 의사소통 및 안전관리 판단에 대한 직무 이해와 전문교육 필요성이 확인되었다. 본 연구는 근무경험자의 인식에 기초하여 향후 근무평정 자료 활용, 구급인력 역할분담, 신형 장비 운용교육, 지휘관 전문교육 등 세부 쟁점에 대한 후속 정책연구와제도검토의 기초자료를 제시하였다는 점에서 의의가 있다.
