국제운송산업 환경규제의 구조적 비교 연구 : ICAO와 IMO를 중심으로
A Comparative Study of Environmental Regulatory Frameworks for Aviation and Maritime Transport : Focusing on ICAO and IMO
Aviation and maritime transport play a pivotal role in global logistics, tourism, and economic development by facilitating the international movement of people and goods. However, the continued growth of the international transportation industry has intensified environmental concerns, increasing the need for global environmental regulations beyond national-level measures. In response, the International Civil Aviation Organization (ICAO) and the International Maritime Organization (IMO) have continuously strengthened environmental regulations tailored to the characteristics of their respective sectors. This study comparatively analyzes environmental regulations in the aviation and maritime sectors, focusing on ICAO Annex 16 and the IMO International Convention for the Prevention of Pollution from Ships (MARPOL), and explores the structural characteristics and development of international environmental regulations. Through a review of international conventions, relevant legislation, reports by international organizations, and previous studies, the evolution of environmental regulations and recent decarbonization policies was examined. The findings show that environmental regulations in aviation have evolved from aircraft noise and emissions control toward carbon-neutrality policies, while those in maritime transport have expanded from marine and air pollution control toward greenhouse gas reduction and carbon neutrality. Although the two sectors differ in their regulatory targets and implementation approaches, their regulatory frameworks are increasingly converging toward the common goals of carbon neutrality (Net-Zero) and sustainable development. This study contributes to the literature by providing an integrated comparison of the evolution of environmental regulations in aviation and maritime transport. It also provides a basis for responding to international environmental regulations and developing relevant policies for the domestic aviation and maritime industries.

항공과 해운은 세계 인적·물적 이동을 담당하는 국제 운송수단으로 글로벌 물류와 관광 등 경제 발전에 중추적 역할을 수행하고 있다. 그러나 국제운송산업의 성장과 함께 환경오염의 문제가 확대되며 개별 국가를 넘어 범세계적 환경규제의 필요성이 높아지고 있다. 이에 국제민간항공기구(ICAO)와 국제해사기구(IMO)는 각 산업특성을 고려하고 환경규제를 지속 강화하고 있다. 본 연구는 ICAO Annex 16과IMO의 MARPOL을 중심으로 항공과 해운 분야의 환경규제를 비교·분석하고, 국제환경규제의 구조적 특징과 발전 방향을 탐색적으로 고찰했다. 이를 위해 국제협약과관련 법령, 국제기구 보고서 및 선행연구 고찰을 통해 환경규제 변화 과정과 강화된탈탄소 정책을 분석했다. 항공산업의 환경규제는 항공기 소음과 배출가스 규제에서탄소중립 정책으로, 해운은 해양·대기오염 규제에서 온실가스 감축과 탄소중립 정책으로 확대·발전했다. 두 산업은 이행방식과 규제 대상이 상이하지만, 최근 탄소중립과 지속가능한발전의 공통 목표를 중심으로 한 규제 체계로의 수렴을 확인했다. 본연구는 항공과 해운의 환경규제 발전 과정을 통합적으로 비교함으로써 국제운송산업의 환경규제 구조와 변화 방향을 제시했다는 점에서 의의가 있으며, 향후 국내 항공· 해운산업의 국제환경규제 대응 및 정책 수립을 위한 기초 자료로 제공하고자 한다.
