This study examines the activities and organization of Kim Youngbaek’s righteous army during the late phase of the Korean righteous army movement. Kim Young-baek, a native of Jangseong in Jeollanam-do, raised a righteous army around November 1907, when armed resistance expanded following the forced abdication of Emperor Gwangmu and the disbandment of the Korean army. His activities are documented from April 1908 to late October 1909. Since no writings left by Kim himself have been identified, this study relies mainly on court records and Japanese reports on the suppression of righteous armies to examine the organization and activities of his unit, the procurement of military supplies, the use and repair of weapons, the composition of its participants, and its decline under Japanese suppression. Kim’s unit operated mainly across the border area between northern Jeollanam-do and southwestern Jeollabuk-do. Among forty-seven identified cases of activity, twenty-four involved the collection of military supplies and eighteen involved armed clashes with Japanese troops or gendarmes. The collection of supplies was essential for movement, encampment, and the maintenance of the unit, and in several cases it was followed by Japanese pursuit and armed confrontation. The unit generally operated with several dozen men and did not appear to maintain a permanent mountain base. A particularly significant case occurred at a site in Jeongeup, where unfinished gunstocks, firearm-repair materials, carpentry and blacksmithing tools, bellows, and modified matchlock firearms were found. These materials indicate attempts to repair, modify, and manufacture firearms in response to the unit’s inferior weaponry. The identified participants were concentrated in their twenties and thirties, and their recorded addresses were distributed not only in Jangseong but also in Heungdeok, Gobu, Buan, Jeongeup, Sunchang, and neighboring areas. Some had previously served in other righteous army units, including those led by Jeon Hae-san and Kim Dong-sin. This suggests that Kim’s unit recruited participants within its actual area of operation and maintained limited personnel connections with other units. The unit’s activities declined sharply in the second half of 1909 as Japanese suppression intensified and many participants were arrested. Kim surrendered in late 1909, was sentenced to death on a charge of insurrection, and was executed on May 3, 1910. The case of Kim Youngbaek’s righteous army demonstrates that the activities of regional righteous armies depended not on combat alone, but also on the procurement of supplies, the maintenance and adaptation of weapons, recruitment within their areas of operation, and personnel connections with other units.

본 연구는 후기의병기 김영백 의진의 활동과 운영을 검토한 것이다. 전남 장성 출신인 김영백은 광무황제의 강제 퇴위와 군대해산 이후 의병항쟁이 확대되던 1907년 11월전후 거의하였다. 현재 자료에서 그의 구체적인 활동은 1908년 4월부터 1909년 10월하순까지 확인된다. 김영백 자신이 남긴 자료가 확인되지 않으므로, 본 연구에서는 판결문과 일제의 의병 탄압 자료를 중심으로 의진의 조직과 활동, 군수품 조달과 무기 운용, 참여자 구성, 일제의 탄압에 따른 의진의 와해 과정을 살펴보았다. 김영백 의진은 전남 장성을 기점으로 전남 북부와 전북 서남부의 접경지역을 오가며활동하였다. 현재 확인되는 47건의 활동 가운데 군수품 모집이 24건으로 가장 많고 교전도 18건에 이른다. 군수품 모집은 의진의 이동과 숙영, 병력 유지를 위한 활동이었으며, 모집과 이동 과정에서 일본군·헌병의 추격과 교전이 이어진 사례도 확인된다. 의진은大將 아래 여러 지휘 직책을 두었고 주로 수십 명 규모로 활동하였다. 특정 산악지역을장기 근거지로 삼은 정황은 뚜렷하지 않으며, 활동 지역을 이동하면서 병력과 물자를 확보하였다. 특히 井邑郡 東面 岩巾山에서 제조 중인 銃床과 총기수리재료, 각종 제작 도구와 개조 화승총이 확인된다는 점은 김영백 의진이 무기 열세를 보완하기 위해 총기의수리와 개량, 제조를 시도했음을 보여준다. 참여자들은 20대와 30대가 중심을 이루었고, 주소는 장성뿐 아니라 興德·古阜·扶安· 井邑·淳昌 등 실제 활동 지역과 그 주변에 넓게 분포하였다. 일부 참여자에게서는 全海 山·金東臣 등 다른 의진에서 활동한 경력도 확인된다. 이는 김영백 의진이 출신지에 한정되지 않고 활동 지역에서 인원을 충원하였으며, 다른 의진과도 일정한 인적 접점을 가지고 있었음을 보여준다. 그러나 1909년 하반기 일제의 탄압과 참여자들의 잇따른 체포로 의진의 활동은 크게 위축되었고, 김영백은 같은 해 말에 자수한 뒤 內亂罪로 사형을선고받아 1910년 5월 3일 순국하였다. 김영백 의진의 사례는 후기의병기 지역 의진의 활동이 교전만으로 이루어진 것이 아니라 군수품 조달, 무기 운용, 활동 지역에서의 인원 충원, 다른 의진과의 인적 연계 등의진을 유지하기 위한 여러 조건과 결합되어 있었음을 보여준다. 이를 통해 후기의병기호남지역 의진의 활동과 운영 양상을 보다 구체적으로 파악할 수 있다.
