This study examines the memorials to the throne written by Muhoam Yun Pil-byeong(尹弼秉, 1730∼1810), a bureaucrat-literatus affiliated with the Geungi Namin faction who was active mainly during the reign of King Jeongjo. It aims to clarify Yun’s perception of contemporary realities, major political arguments, and approach to statecraft. The recent disclosure of the manuscript Muhoamjip (無號菴集), comprising nine fascicles in six volumes, has provided a basis for research on Yun. This study focuses on twelve memorials—including so, gye, bongsa, and heonui—contained in fascicle 8, while cross-referencing official records such as the Veritable Records of the Joseon Dynasty and the Daily Records of the Royal Secretariat. Yun’s memorials are analyzed according to his service in central and provincial offices. In “Sajangnyeongso”(辭掌令䟽, 1779), written during his central government service, Yun urged King Jeongjo to cultivate royal virtue and establish geongeuk(建極) as the fundamental principle of governance. He understood geongeuk not merely as the ruler’s moral cultivation but as a political principle for overcoming factionalism and selecting talented officials according to impartial standards. He thus presented impartial government, the advancement of neglected talent, and reform of the Seungsang examination as interconnected tasks. The memorials written during Yun’s provincial service reveal a practical approach grounded in local experience. As magistrate of Dongnae, he prioritized actual administrative conditions and the burdens borne by soldiers and commoners over formal classifications in official registers. As governor of Gangwon Province, he attributed population mobility and uncultivated land to unstable livelihoods and administrative abuses involving land, taxation, and labor obligations. He proposed protecting the benefits of reclamation and temporarily reducing fiscal burdens. Yun’s memorials therefore demonstrate an approach to statecraft that combined public impartiality with close attention to local realities and the everyday lives of the people.

본 연구는 조선후기 정조 연간을 중심으로 활동한 근기 남인계 관료 문인 無號菴 尹弼秉(1730∼1810)의 상소문을 개괄하고 검토하여 그의 현실 인식과 주요 의론 및 경세관의 특징을 규명하는 데 목적을 두었다. 최근 필사본 『無號菴集』(9권 6책)이 공개되어 연구 기반이 마련되었으나, 이 저술 소재 산문 가운데 공적 글쓰기로서 상당한 비중을 차지하는 상소문에 대한 체계적인 검토는 미진한 실정이었다. 이에 본고는 문집 권8에 수록된 12편의 상소문(소·계·봉사·헌의)을 중심으로, 『조선왕조실록』 및 『승정원일기』 등 관찬 사료와의 교차 검토를 병행하여 현전하는 상소문 자료의 성격과 윤필병의 정치적·행정적 면모를 분석하고자 하였다. 본고에서는 윤필병의 상소문 자료 현황과 대체적인 성격을 개괄한 후, 윤필병 상소문에 나타난 현실 인식과 주요 의론을 내직과 외직 재임기로 나누어 살펴보았다. 먼저 내직 시기의 대표작인 「辭掌令䟽」(1779년 작)에서 윤필병은 정조에게 군덕을 함양하고 『서경』 「홍범」의 ‘建極’을 국정 운영의 근본 원리로 삼을 것을 요청하였다. 그는 건극을 군주의 내면적 수양에 한정하지 않고, 붕당을 타파하고 공정한 기준에 따라 인재를 등용·선발하기 위한 정치적 실천 원리로 이해하였다. 이에 따라 탕평, 정체된 인재의 진작, 升庠試의 폐단 개선 등을 상호 연관된 개혁 과제로 제시하였다. 외직 시기에 작성한 글로는 동래부사 재임기에 작성한 「因左水使姜膺煥狀啓條辨䟽」(1793년 작)와 강원도관찰사 재임기에 작성한 「應旨封事」(1799년 작)를 살펴보았다. 동래부사 재임기의 상소에서 윤필병은 장부상의 형식적 구분보다 현지의 실제 운영 상황과 군민이 감당할 부담을 중시하는 면모를 보였다. 강원도관찰사 재임기의 「응지봉사」에서는 백성의 이동과 미개간 문제를 개인의 성품이 아니라 불안정한 생업 기반과 토지․조세․역 부과 과정의 행정적 폐단에서 찾고, 개간 성과의 보장과 조세 부담의 유예를 제안하였다. 이처럼 윤필병의 상소문은 내직 시기에는 공적인 정치 기준의 확립을, 외직 시기에는 지역 현실과 백성의 실생활을 고려한 정책 시행을 강조하였다. 이를 통해 윤필병이 추상적인 명분을 지키기보다는 公道와 현장 경험을 결합하여 현실 문제에 대응한 인물이었음을 확인할 수 있다.
