The purpose of this study was to examine the relationship between the use of public care and informal caregiving resources, the perceived effectiveness of public care services, and the life satisfaction of family caregivers. We analyzed four groups based on whether they used public care services and whether they had caregiving partners. The data used for the analysis came from the Survey on Elderly Care and Family Burden (2025). This survey targeted family caregivers aged 40 to 79 across Japan who provide care at home, and 526 responses were used for the analysis. The results are as follows. First, there were differences in the use of public care services according to the characteristics of care. The longer the caregiving period, the higher the usage rate of welfare equipment, and the longer the caregiving hours, the higher the usage rate of day care services. Second, perceptions of the effectiveness of public care services varied according to the characteristics of family caregivers. In particular, the presence of caregiving partners and living arrangements were identified as major factors affecting perceived effectiveness. Third, when both public care and informal care resources were used together, perceptions of the effectiveness of public care services were highest across all items, including reducing physical, mental, and financial burdens and improving social participation. Fourth, when both types of caregiving resources were used together, the more positively family caregivers perceived the effectiveness of public care services, the higher their life satisfaction was. Based on these findings, it was suggested that future care policies should shift from focusing only on care recipients to a system that supports both family caregivers and care recipients together.

본 연구의 목적은 공식·비공식 돌봄 자원 이용유형 및 공적 돌봄 서비스 효과 인식과 가족돌봄자의 생활만족도와의 관계를 밝혀내는 것이다. 공식 돌봄 서비스 이용 유무와 비공식 돌봄 자원 유무를 통해 공식·비공식 돌봄 자원 이용유형을 네 그룹을 구분하여 분석하였다. 분석에 사용한 데이터는 ʻ고령자의 돌봄과 가족 부담감에 관한 조사(2025)ʼ이다. 본 조사는 가족을 재가 간병하는 일본 전국의 40~79세 가족돌봄자를 대상으로 하며, 분석에는 526명의 응답을 사용했다. 분석결과는 다음과 같다. 첫째, 돌봄 특성별로 공식 돌봄 서비스 이용에서 차이가 있음을 확인할 수 있었다. 돌봄 기간이 길수록 복지용구의 이용비율이 높았고, 돌봄 시간이 길수록 주간 보호 서비스의 이용비율이 높았다. 둘째, 가족돌봄자의 특성에 따라 공식 돌봄 서비스 효과 인식에 차이가 나타났는데, 특히 비공식 돌봄 자원 유무와 거주형태는 공식 돌봄 서비스 효과 인식에 큰 차이가 있는 요인으로 확인되었다. 셋째, 공식·비공식 돌봄 자원을 함께 이용하는 경우, 신체적·정신적·경제적 부양부담 완화와 사회참가활동 향상 등 모든 영역에서 공식 돌봄 서비스 효과에 대한 인식이 가장 높게 나타났다. 다섯째, 공식·비공식 돌봄 자원을 함께 이용하는 경우, 공식 돌봄 서비스 효과를 긍정적으로 인식할수록 가족돌봄자의 생활만족도가 높은 것으로 나타났다. 이를 토대로, 앞으로의 돌봄 정책은 돌봄대상자를 위한 서비스에서 나아가 가족돌봄자와 돌봄대상자를 함께 지원하는 체계로 전환될 필요가 있다고 제언하였다.
