청년기 독립 과정에서의 정신건강 지원 프로그램 설계와 정책 환류 경로 탐색 : 대학-지자체 연계 PBL 사례 연구
Designing a Mental Health Support Program During Young Adultsʼ Transition to Independence and Exploring Policy Feedback Pathways : A Case Study of PBL through a University–Local Government Partnership
This study examined the social isolation and mental health challenges faced by young adults transitioning from their families of origin to single-person households. It analyzed the design and policy feedback process of a university-local government collaborative mental health support program and focused on its use of project-based learning (PBL). Using a single case study design, the study examined a 2024 mental health program run by2) University A and City B in the Seoul metropolitan area and drew on qualitative analysis of administrative documents, operational records, and participant-produced materials (e.g., self-care kits, policy proposals). Fifteen undergraduate students participated in the program. The findings are threefold. First, the PBL-based design positioned young participants as active agents rather than passive beneficiaries, enabling them to interpret their emotional experiences and propose practical alternatives. Second, the university-local government collaborative structure created a framework connecting young adultsʼ mental health to professional resources in education, administration, and clinical practice. Third, the feedback system formed an institutional channel through which participantsʼ outputs were routed toward policy review, though this case analysis focuses primarily on establishing avenues for policy review and institutional utilization, leaving actual policy adoption and legislative outcomes for future inquiry. Based on these findings, this study shows that university-local government collaborative governance can serve as a practical foundation for young adultsʼ mental health. It also shows that community relational and institutional resources may supplement the familyʼs emotional support and care functions, which often weaken during the transition to independence.

본 연구는 원가족으로부터 독립하여 1인가구를 형성해 가는 청년층의 사회적 고립과 정신건강 위기에 주목하고, 이러한 문제 배경 속에서 운영된 대학-지자체 연계형 청년 정신건강 지원 프로그램의 설계와 정책 환류 과정을 프로젝트 기반 학습(Project-Based Learning, PBL) 적용 사례를 중심으로 분석하는 데 목적이 있다. 이를 위해 2024년 수도권1) B시와 관내 A대학이 협력하여 운영한 청년 정신건강 프로그램(이하 ʻ본 프로그램ʼ)을 단일 사례로 선정하고, 공식 행정 문서, 사업 운영 기록, 활동 결과물 등을 중심으로 질적 문헌자료 분석을 실시하였다. 프로그램에는 A대학 재학생 15명이 참여하였다. 분석결과는 다음과 같다. 첫째, PBL 기반 활동 설계는 청년을 수동적 정책 수혜자가 아니라 자신의 정서 경험을 해석하고 대안을 제안하는 참여 주체로 위치시켰다. 둘째, 대학과 지자체의 협력 구조는 청년 정신건강을 교육, 행정, 현장에서의 전문적인 자원과 연결하는 기본적인 틀을 형성하였다. 셋째, 전문가 간담회에서 정책경진대회로 이어지는 환류 체계는 청년 당사자의 활동 결과물이 정책적 검토 및 기관 활용 단계로 이어지는 제도적 경로를 형성하였음을 확인하였다. 다만 본 사례 분석은 정책적 검토와 기관 활용 경로의 구조화 과정을 중심으로 이루어졌으며, 실제 정책 반영 및 입법적 성과에 대한 검증은 후속 과제로 남아 있다. 이러한 분석결과를 바탕으로 본 연구는 대학-지자체 협력 거버넌스가 청년 정신건강지원을 위한 실천적인 사례를 제시하였으며, 청년기 독립 과정에서 약화될 수 있는 가족의 정서적 지지와 돌봄 기능을 지역사회의 관계적·제도적 자원으로 보완할 수 있는 가능성을 제시했다는 점에서 의의를 갖는다.
