Taxes and tariffs are both potentially useful instruments for attracting foreign direct investment (FDI). The existing literature has focused mainly on the individual effects of taxes or tariffs on FDI. This paper analyzes a policy mix of taxes (or subsidies) and tariffs designed to promote FDI. It considers a two-country model consisting of Country H (home country) and Country F (foreign country). We assume that positive externalities of sufficient magnitude exist such that FDI is more desirable than exports from the Country H’s perspective, despite the Country F's cost advantage. When the foreign firm generates a lump-sum externalities, it is shown that the optimal policy mix involves sufficiently high tariffs to induce a foreign firm to choose FDI and taxes that maximize social welfare in the presence of FDI. The tariff in the mix must be higher than the tariff that would be optimal if used in isolation to incentivize the foreign firm to produce in the domestic country with cost disadvantage. When the externalities are proportional to the output of the foreign firm, lower taxes should be imposed to promote local production. It is also possible to induce foreign firms to make FDI with lower tariffs than in the case of lump-sum externalities because the taxes imposed on the foreign firm are the lower when the externalities are proportional to output of the foreign firm.

해외직접투자를 촉진하기 위한 정책으로 조세(또는 보조금)와 관세의 ‘정책 조합’(policy mix)을 분석한다. H국과 F국으로 구성된 2국 모형에서 F국의 비용우위에도 불구하고 H국의 관점에서 수출보다 해외직접투자가 더 바람직할 정도로 충분한 크기의 양(+)의 외부효과가 존재하는 경우를 상정한다. 일괄적(lump-sum) 형태의 외부효과가 존재하는 경우, 충분히 높은 관세를 부과하여 F국 기업으로 하여금 해외직접투자를 선택하도록 유도하고, 해외직접투자가 이루어진 상황에서 사회 후생을 극대화하는 조세를 부과하는 것이 최적의 정책조합이다. F국 기업으로 하여금 비용 열위에 있는 H국에서 생산을 하도록 유인해야 하기때문에 최적 조합의 관세는 개별 정책으로 시행할 때의 최적 관세보다 ‘더 커야’ 한다. 그런데 외부효과가 생산량의 증가에 비례하여 증가하는 형태로 나타나는 경우 일괄적(lump-sum) 형태의 외부효과가 존재하는 경우보다 ‘더 낮은’ 관세를 부과하여도 F국 기업으로 하여금 해외직접투자를 하도록 유도할 수 있는데 이것은 F국 기업에 대해 부과하는 조세가 일괄적 형태의 외부효과가 존재할 때보다 더 낮기 때문이다.
