Political organization is a response to transaction costs. In the absence of transaction costs, people would negotiate with each other to allocate resources to their highest-valued uses. High transaction costs prevent most people from negotiating to produce public policy, so public policy is necessarily produced by an elite few. Democratic political institutions are, at best, a weak constraint against the abuse of power by the political elite, because citizens tend to be rationally ignorant, and adopt their political preferences from the political elite. Because an elite few necessarily design public policy, the most effective constraint on the abuse of power is a division of power and a system of checks and balances so that some members of the elite are in a position to check the abuse of power by others. Thus, without a political organization in which some members of the political elite have the ability to check the abuse of power by others, government devolves into abusive authoritarianism.
