임시배치 후 신설개교 초등학교 교사의 근무경험에 대한 질적사례연구
A Qualitative Case Study on the Work Experiences of Teachers at a Newly Opened Elementary School Following Temporary placement
This study employed a qualitative case study approach to explore the experiences of elementary school teachers working under the unique circumstances of a temporary assignment followed by the opening of a newly established school, and to derive meaning from those experiences. Five teachers from “School A” in the “O” region—who were temporarily assigned to nearby schools for the first semester of 2025 and then moved to the newly opened school on September 1 (the start of the second semester)—were selected as participants; data were collected through in-depth interviews and written materials provided by the participants and analyzed using qualitative content analysis. After conducting within-case analyses of each participant's work experience, a cross-case analysis of the five cases was performed, resulting in the identification of 20 sub-categories and 5 main categories. The five main categories identified were: ‘unforeseen temporary placement prior to the opening of a new school’, ‘repeated relocation and adjustment challenges faced by both students and teachers’, ‘excessive workload during the temporary placement and new school opening process’, ‘shortages of essential personnel and inadequate physical and financial infrastructure’, and ‘positive experiences and professional growth for teachers within the new school environment.’ As a result of the research, it presents the significance of the study as one conducted by capturing the special situation of a newly established school following temporary placement, and it suggests that a cautious approach is necessary to enhance the predictability and reliability of educational administration in such situations. Furthermore, the study identifies a need for strategies to address teachers' excessive workloads, burnout, and the demands of juggling multiple roles, as well as a need for institutional support to guarantee students' right to learn and ensure a stable working environment for teachers. Despite these challenges, the findings indicate that elementary school teachers experienced professional growth throughout the process of temporary placement and the subsequent opening of the new school.

본 연구는 임시배치 후 신설개교라는 특수 상황 속에서 초등학교 교사들이 근무하면서 어떠한 경험을 하였는지 탐색하고, 그 의미를 도출하기 위하여 질적사례연구를 수행하였다. 2025년 1학기를 주변 학교로 임시배치되고, 2학기인 9월 1일자로 신설하여 개교한 O지역의 A초등학교 교사 5명을 연구참여자로 선정하여 심층면담과 연구참여자들의 서면 자료를 수집하고, 질적내용분석 방법에 따라 자료를 분석하였다. 각 연구참여자들의 근무 경험에 대해 사례 내 분석을 실시한 후, 5개의 사례에 대해 사례 간 분석을 진행하여, 20개의 하위범주와 5개의 상위범주를 도출하였다. 상위범주 5개는 ‘신설학교 선택 시 예상할 수 없었던 임시배치’, ‘반복된 이동, 학생과 교사 모두에게 드러나는 적응의 문제’, ‘임시배치와 신설개교 과정의 업무과중’, ‘필수 인력 공백과 열악한 물적․재정적 인프라’, ‘새로운 학교 환경이 제공하는 긍정 경험과 교사의 전문성 신장’으로 구성되었다. 연구결과, 임시배치 후 신설개교라는 특수 상황을 포착하여 수행한 연구라는 의의를 제시하고, 이러한 특수 상황에서 교육행정에 대한 예측 가능성과 신뢰성 제고 측면에서 신중한 접근이 필요함을 제안하였다. 또한 교사들의 업무과중, 직무소진, 다중 역할 경험에 대한 대응 방안이 요구되며, 학생들의 학습권 보장과 교사들의 안정적 근무환경 제공을 위한 제도적 지원이 필요함을 확인하였다. 이러한 어려움에도 초등교사들은 임시배치 후 신설개교 과정에서 전문성 성장의 경험을 하고 있는 것으로 나타났다.
