This study aims to propose the PACE(Purpose–Ability–Capacity–Elasticity) model as a conceptual framework for explaining work sustainability among employees in social welfare organizations. Social welfare practitioners perform multiple roles, including case management, counseling, administrative work, community resource coordination, crisis intervention, and complaint handling, and consequently experience high levels of job demands and emotional burden. However, previous studies have not sufficiently distinguished among work that employees are professionally capable of performing, work that they can realistically and sustainably manage, and buffer resources that should be preserved for crises and unexpected situations. Accordingly, this study conducted a narrative literature review and theoretical synthesis based on the Job Demands–Resources model, burnout theory, and organizational slack theory. The findings indicate that the PACE model consists of four components: Purpose, referring to work that must be performed in accordance with organizational missions and public responsibilities; Ability, referring to work that employees can perform based on their professional knowledge, skills, experience, and judgment; Capacity, referring to the realistic scope of work that employees can sustainably manage given their available time, physical strength, and emotional energy; and Elasticity, referring to the buffer resources that individuals and organizations should intentionally maintain in order to respond to crises and unexpected situations. Purpose and Ability function as work-structuring factors that determine the content and feasibility of work, whereas Capacity and Elasticity serve as work-sustaining factors that support work continuity and crisis responsiveness. When Purpose exceeds Ability or Capacity, competency mismatch, work overload, and burnout may occur. Moreover, when Capacity is fully consumed by routine work and insufficient Elasticity remains, the crisis responsiveness and resilience of both employees and organizations may be weakened. This study is significant in that it distinguishes between work that employees are capable of performing and work that they can sustainably manage, while providing an integrated explanation of routine workload capacity and the buffer resources required for crisis response.

본 연구의 목적은 사회복지조직 종사자의 업무 지속가능성을 설명하기 위한 개념적 분석틀로 PACE(Purpose–Ability–Capacity–Elasticity) 모델을 제안하는 데 있다. 사회복지종사자는 사례관리, 상담, 행정업무, 지역사회 자원연계, 위기개입 및 민원 대응 등 복합적인 역할을 수행하며 높은 직무요구와 정서적 부담을 경험한다. 그러나 기존 연구에서는 전문적으로 수행할 수 있는 업무와 현실적으로 지속하여 감당할 수 있는 업무, 위기와 돌발 상황에 대비한 여유 자원을 충분히 구분하지 못하였다. 이에 직무요구-자원 모델, 번 아웃 이론 및 조직 슬랙 이론을 토대로 서술적 문헌고찰과 이론적 종합을 실시하였다. 분석 결과, PACE 모델은 조직의 목적과 공공적 책임에 따라 반드시 수행해야 하는 필수업무(Purpose), 전문지식과 기술, 경험 및 판단능력을 바탕으로 수행할 수 있는 수행역량(Ability), 시간·체력·정서적 에너지를 고려하여 지속적으로 감당할 수 있는 업무용량(Capacity), 위기와 돌발 상황에 대응하기 위해 개인과 조직이 확보해야 하는 완충여유 (Elasticity)로 구성되었다. 필수업무(Purpose)와 수행역량(Ability)은 업무의 내용과 수행 가능성을 규정하는 업무 구성 요인이며, 업무용량(Capacity)과 완충여유(Elasticity)는 업무의 지속성과 위기 대응력을 유지하는 업무 지속 요인이다. 필수업무(Purpose)가 수행역량(Ability) 또는 업무용량(Capacity)을 초과하면 역량 불일치, 업무과부하 및 소진이 발생할 수 있으며, 업무용량(Capacity)이 일상 업무에 모두 소모되어 완충여유(Elasticity)가 확보되지 못하면 위기 대응력과 회복력이 약화될 수 있다. 본 연구는 ‘할 수 있는 일’과 ‘감당할 수 있는 일’을 구분하고, 일상적인 업무용량과 위기 대응을 위한 여유 자원을 통합적으로 설명하였다는 점에서 의의가 있다.
