‘정신병’자의 탄생과 연대의 정치 - 초기 일본 정신장애 당사자 운동의 담론적 실천 분석 -
The Emergence of ‘Seishinbyō’ sha and the Politics of Solidarity: Discursive Practices of the Early Japanese Psychiatric Disability Movement

This article examines the political significance of the designation ‘seishinbyō’sha (“people with mental illness”) and the political practices surrounding it in the National Federation of Seishinbyōsha Group (Zenkoku ‘Seishinbyō’ Sha Shūdan), a pioneering organization in the early development of Japan's paychiatric disability movement. In particular, it analyzes how the movement politically appropriated the stigma attached to mental illness and expanded its political subjectivity beyond people with psychiatric disabilities, linking anti–psychiatry politics with broader anti–state and anti–capitalist struggles. To this end, the study employs a qualitative case study of the organization's resolutions, public statements, and newsletters published between 1974 and 1990. The analysis shows that within the movement, ‘seishinbyō’ was redefined not as an individual deficiency in the life course but as both a constitutive condition of collective action and a source of political agency. Likewise, ‘seishinbyō’sha came to be understood as a collective political subject united through shared experiences of suffering and political struggle. The movement also fostered solidarity by translating its internal concerns into broader social issues that could mobilize other civil society actors, while simultaneously reinterpreting external political agendas through the experiences of people with psychiatric disabilities. These practices demonstrate that Japan's psychiatric disability movement developed a distinctive form of disability politics through the political appropriation of stigma and cross–movement solidarity, suggesting that the personal and social suffering associated with psychiatric disability can be transformed into a foundation for radical political action.

본 논문은 일본 정신장애 당사자 운동의 초기 발전에서 중심적인 역할을 한 전국 ‘정신병’자 집단(全国「精神病」者集団)의 ‘정신병’자(「精神病」者) 호명과 그것을 둘러싼 정치적 실천의 의미를 고찰한다. 특히 이 운동이 정신병자라는 낙인을 어떻게 전유했는지, 그리고 어떻게 운동 주체를 정신질환자 너머로 확장하여 반정신의학 정치와 반국가・반자본 정치를 넘나들었는지 분석한다. 이를 위해 1974년에서 1990년까지 전국 ‘정신병’자 집단이 발표한 결의문과 성명서, 소식지를 사례연구의 방법을 준수하여 분석하였다. 분석 결과는 단체의 활동 속에서 ‘정신병’이 생애과정 상의 결함이 아닌 운동의 구성요건이자 정치적 원천으로, 그리고 그러한 병을 가진 ‘정신병’자는 고통을 공유하며 정치적 투쟁을 하는 집단으로 재의미화 되었음을 보여준다. 또한 운동 과정에서 다른 시민사회 집단들이 정신장애 운동에 동참하도록 내부 의제가 사회 보편의 문제로 번역되거나, 반대로 정신장애 운동 집단이 다른 운동에 연대하도록 외부 의제가 정신장애인의 문제로 번역되기도 했다. 이러한 실천은 일본 정신장애 당사자 운동이 낙인의 정치적 전유와 운동 간 연대를 통해 독자적인 장애정치를 구축했음을 보여주며, 정신장애가 초래한 개인적・사회적 고통이 급진적 정치의 기반으로 전환될 수 있음을 시사한다.
