This study proposes a regional education information system and a central-local collaborative governance framework to support military families who face burdens related to school transfers and the search for childcare and education information due to frequent relocations. It conducts a documentary and policy-content analysis of the Military Welfare Survey, relevant laws and government policy documents, school and kindergarten information disclosure services, and domestic and international studies on military family welfare, child-rearing, education, and work-family conflict. The analysis indicates that information on schools and school districts, transfer procedures, commuting conditions, childcare, and counseling is dispersed across agencies and platforms, while responsibilities for data verification and updating remain insufficiently coordinated. The study adopts six criteria: accessibility, completeness, timeliness, interoperability, accountability, and information security. It also proposes a five-stage model: establishing an institutional foundation, building a standardized database, developing an integrated portal, operating a military unit-school-local government linkage system, and conducting performance evaluation and feedback. The central government should establish data standards and privacy and security principles; local education authorities and local governments should verify and update regional information; and the armed services should provide tailored information and pre-relocation counseling to families. The proposed system can function as a collaborative digital public service that reduces information-search costs and educational anxiety while supporting local settlement and service retention. As this is an exploratory policy study based mainly on secondary sources, future research should conduct needs assessments and evaluate pilot projects in regions with a high concentration of military installations.

본 연구는 잦은 인사이동으로 전학과 보육·교육기관 탐색 부담을 경험하는 직업군인 가족을 지원하기 위해 지역 교육정보 알리미 체계의 구축방안과 중앙-지방 협력 거버넌스 구조를 제시하는 데 목적이 있다. 연구방법으로는 군인복지실태조사, 군인자녀 교육지원 관련 법령과 정부 정책자료, 학교·유치원 정보공시 서비스, 군인가족의 양육·교육 및 일·가정 갈등에 관한 국내외 선행연구를 대상으로 문헌연구와 정책문서 내용분석을 실시하였다. 분석 결과, 직업군인 가족에게 필요한 학교·학군, 전·편입학 절차, 통학 여건, 돌봄 및 상담 정보는 여러 기관과 플랫폼에 분산되어 있고, 지역별 정보의 형식, 갱신주기 및 책임주체가 일관되게 정립되어 있지 않은 것으로 나타났다. 이에 본 연구는 정보 접근성, 내용 완전성, 정보 최신성, 상호운용성, 책임성 및 정보보호성을 분석기준으로 설정하고, 제도 기반 마련, 표준화된 데이터베이스 구축, 통합 포털 개발, 부대-학교-지자체 연계 운영, 성과평가 및 환류로 구성된 5단계 구축모형을 제안하였다. 중앙정부는 데이터 표준과 보안·개인정보보호 원칙을 마련하고, 시도교육청과 지방자치단체는 지역 정보의 검증과 갱신을 담당하며, 각 군은 전입 예정 직업군인 가족에게 맞춤형 정보와 사전 상담 연계를 제공해야 한다. 이 체계는 직업군인 가족의 정보탐색 비용과 교육 불안을 완화하고 지역 정착 및 복무 지속성을 지원하는 중앙-지방 협력형 디지털 공공서비스로 기능할 수 있다. 다만 본 연구는 2차 자료 중심의 탐색적 정책연구라는 한계가 있으므로 향후 군인가족 대상 수요조사와 군부대 밀집지역 시범사업을 통한 효과평가가 필요하다.
