(Purpose) This study aims to empirically examine how highly educated individuals overseas perceive and evaluate the Korean labor market in the context of increasing international mobility among highly skilled workers. In particular, it seeks to complement the limitations of prior studies that rely on quantitative indicators by employing machine-learning-based text analysis to identify the structure of perceptions and evaluation criteria. (Research methods) This study analyzes 16,012 Korea-related posts collected from the Economic Job Market Rumors (EJMR) forum between 2011 and 2024. The explanatory variables consist of 5,472 words extracted and vectorized from the text data. A Lasso logistic regression model is employed to estimate how word occurrence affects the likelihood that a post relates to the Korean labor market. (Findings) The findings show that highly skilled individuals consider not only economic compensation but also non-economic factors such as the quality of the research environment, career development opportunities, organizational culture, and the international competitiveness of the research ecosystem when evaluating the Korean labor market. In particular, negative perceptions regarding research quality, career uncertainty, hierarchical organizational culture, and informal evaluation practices, as well as comparative evaluations with The United States, emerge as key determinants. These factors are not considered independently but tend to be perceived as an integrated “career package”. (Conclusion and recommendations) First, the labor market choices of highly educated individuals are shaped by a combination of factors beyond economic compensation, including research environment, organizational culture, and career stability. Second, policy approaches should move beyond wage-centered measures and incorporate comprehensive strategies aimed at improving research environments, expanding career development opportunities, and fostering more open organizational cultures. Third, given that highly skilled individuals evaluate labor markets within an international comparative context, it is essential to establish globally competitive research environments and institutionally stable career pathways.

(연구목적) 본 연구는 고숙련 인력의 국제이동이 확대되는 상황에서, 해외 고학력 인력이 한국 노동시장을 어떻게 인식하고 평가하는지를 실증적으로 규명하는 것을 목적으로 한다. 특히 기존 연구가 정량적 지표 중심으로 노동시장 조건을 설명해 온 한계를 보완하고, 머신러닝 기반 텍스트 분석을 통해 인식의 구조와 평가 기준을 파악하고자 하였다. (연구방법) 2011년부터 2024년까지 EJMR(Economic Job Market Rumors)에 게시된 한국 관련 게시물 16,012개를 수집하여 분석하였다. 설명변수는 게시물에서 추출된 5,472개 단어를 벡터화한 데이터를 사용하였으며, Lasso 로지스틱 회귀모형을 적용하여 특정 단어가 1회 더 등장할 때 해당 게시물이 한국 노동시장 관련 게시물로 분류될 확률에 미치는 영향을 추정하였다. (연구결과) 고숙련 인력은 한국 노동시장을 평가할 때 경제적 보상뿐 아니라 연구환경의 질, 경력개발 가능성, 조직문화, 국가 간 연구 생태계의 경쟁력과 같은 비경제적 요소를 함께 고려하는 것으로 나타났다. 특히 연구환경의 질적 수준과 경력 경로의 불확실성, 위계적 조직문화 및 비공식적 평가 관행에 대한 부정적 인식, 그리고 미국과의 비교를 통한 상대적 평가가 한국 노동시장 인식을 구성하는 핵심 요소로 작용하였다. 또한 이러한 요소들은 개별적으로 작용하기보다 상호 결합된 ‘경력 패키지’의 형태로 인식되는 경향이 확인되었다. (결론 및 제언) 첫째, 고학력 인력의 노동시장 선택은 경제적 보상뿐 아니라 연구환경, 조직문화, 경력 경로의 안정성 등 복합적 요인의 결합 속에서 이루어진다는 점을 고려할 필요가 있다. 둘째, 임금 중심의 단편적 정책을 넘어 고숙련 외국인 연구자를 위한 경제적 지원 정보의 접근성 제고, 경력 단계에 연동된 체류 자격 제도 정비, 위계적 조직문화 개선을 위한 제도적 개입을 포함한 종합적 정책 설계가 요구된다. 셋째, 고학력 인력이 노동시장을 국제적 비교 맥락에서 평가한다는 점을 고려할 때, 주요 경쟁국의 정책 변화와 연구환경 수준을 지속적으로 모니터링하고 이를 정책 설계에 반영하는 방향이 필요하다.
