(Purpose) This study employs Q methodology to analyze the perception types of policy-related experts and semi-experts regarding the establishment of an Immigration Agency in Korea, and to examine the structural differences in expectations and concerns across types in terms of policy acceptability. (Research methods) Based on prior studies, government reports, news articles, and in-depth interviews with ten experts, 32 Q-statements were finalized. Thirty policy-related experts and semi-experts completed an online Q-sorting procedure, and the data were analyzed through factor analysis using KADE (Ken-Q Analysis Desktop Edition). (Findings) Three perception types were identified. Type 1 (Expectation of Efficient Management) showed strong expectations for administrative integration, emphasizing inter-agency coordination and consistent policy implementation. Type 2 (Emphasis on Policy Consistency) acknowledged the need for administrative integration but remained cautious toward macro-level outcomes such as public trust and international standing. Type 3 (Concern over Fiscal Burden) focused on administrative costs, reverse discrimination, and expanded welfare expenditures for foreigners. While all three types recognized the need for integrated immigration administration, they differed markedly in the scope of expected effects and the focus of concerns. (Conclusion and recommendations) Policy acceptability is structurally differentiated not only by administrative efficiency, but also by fiscal burden, equity perceptions, and policy trust. Accordingly, communication strategies tailored to each type are required: efficiency-focused groups need evidence of coordination capacity; cautious groups require clarity in authority structures and operational standards; fiscally concerned groups need concrete evidence on financial impact and equity. This study contributes empirical evidence of the structural differentiation of policy acceptability among policy-related experts, offering foundational insights for conflict management and type-specific policy communication strategies.

(연구목적) 본 연구는 이민처 신설에 대한 정책 전문가 및 준전문가의 인식 유형을 Q방법론으로 분석하고, 유형별 기대와 우려의 구조적 차이를 규명하는 것을 목적으로 한다. 특히 이민 행정 통합과 관련된 정책수용성 문제를 정책 관련 전문가 및 준전문가의 주관적 인식 구조에 근거하여 파악하고자 한다. (연구방법) 선행연구, 정부 보고서, 언론 기사, 전문가 인터뷰(10인)에서 진술문을 수집한 후, 전문가 검토와 파일럿 테스트를 거쳐 최종 32개의 Q진술문을 확정하였다. 이후 정책 관련 전문가 및 준전문가 30명을 대상으로 온라인 Q분류를 실시하였으며, 수집된 자료는 KADE(Ken-Q Analysis Desktop Edition)를 활용해 요인분석을 수행하였다. (연구결과) 첫째, 효율적 관리 기대형은 행정 기능 통합과 정책 효율성 제고에 높은 기대를 보였으며, 부처 간 업무 조정과 일관된 정책 집행의 필요성을 강조하였다. 둘째, 정책 일관성 중시형은 행정 통합의 필요성에 동의하면서도, 국민 신뢰와 국제적 위상과 같은 거시적 효과에 대해서는 신중한 입장을 보였다. 셋째, 재정부담 우려형은 행정 비용 증가, 역차별 가능성, 외국인 복지비용 확대 등 이민정책이 내국인에게 미치는 영향에 주목하였다. 세 유형은 이민 행정 통합의 필요성에 대해서는 공통된 인식을 보였으나, 정책 효과에 대한 기대 범위와 우려의 초점에서는 차이를 나타냈다. (결론 및 제언) 이민처 신설에 대한 정책수용성은 행정 효율성에 대한 기대뿐 아니라 재정 부담, 형평성 인식, 정책 신뢰 등의 요인에 따라 구조적으로 분화되어 나타났다. 이에 따라 유형별 인식 특성을 고려한 정책 소통 전략이 요구된다. 효율성 기대 집단에는 정책 조정 기능과 집행 역량을 중심으로 설명할 필요가 있으며, 신중한 입장을 보이는 집단에는 권한 구조와 운영 기준의 명확성을 제시할 필요가 있다. 또한 재정부담을 우려하는 집단에 대해서는 재정 영향과 형평성 문제에 대한 구체적 근거에 기반한 정책 설계와 설명이 요구된다. 본 연구는 이민처 신설 논의를 정책 관련 전문가 및 준전문가의 인식 유형 차원에서 분석함으로써, 행정조직 개편에 대한 정책수용성의 이해와 유형별 정책 소통 전략 수립을 위한 기초자료를 제공하였다는 점에서 의의를 지닌다.
