(Purpose) This study aims to empirically examine the structural position and linkages of region-based immigration policy within the academic discourse on local extinction and to identify the major research themes and structural characteristics of the academic discourse on region-based immigration policy through keyword network analysis. (Research methods) The study analyzed 467 articles on local extinction and 111 articles related to regional immigration and region-based immigration policy published in Korean-language KCI-indexed or KCI-candidate journals through December 31, 2025. Using author keywords extracted from these articles, frequency, centrality, and community analyses were conducted to examine the structural characteristics of the two academic discourses. (Findings) The academic discourse on local extinction was structured around two major themes: responses to demographic change and decentralization-based policy responses. Within this discourse, immigration policy emerged as one research topic associated with decentralization and local-level policy responses. In contrast, within the discourse related to regional immigration and region-based immigration policy, immigration policy occupied a central and bridging position, connecting diverse research themes. Three major sub-discourses were identified: immigration policy in response to local extinction, centered on the regional-specialized visa program and related policy measures; globalization and transnationalism; and the adaptation of marriage immigrants to local communities. These findings suggest that, in connection with existing scholarship on international migration and multiculturalism, policy- and institution-oriented research focusing on responses to local extinction and the regional-specialized visa program is emerging as a new research area. (Conclusion and recommendations) The findings indicate that recent academic discussion on region-based immigration policy is developing in connection with existing research on international migration and multiculturalism, while local extinction and region-specific visa policies are emerging as important policy-oriented research themes. Further empirical research is needed to assess the effectiveness of region-based immigration policy by considering regional demographic and industrial conditions, local government policy capacity, multilevel governance, and immigrants’ settlement and social integration.

(연구목적) 본 연구는 지방소멸 담론에서 지역기반 이민정책의 구조적 위치와 연결관계를 분석하고, 지역기반 이민정책 관련 학술 담론의 주요 연구 주제와 구조적 특성을 키워드 네트워크 분석을 통해 실증적으로 규명하는 것을 목적으로 한다. (연구방법) 2025년 12월 31일까지 KCI 등재 및 등재후보 학술지에 게재된 국문 학술논문 가운데 지방소멸 관련 논문 467편과 지역이민 및 지역기반 이민정책 관련 논문 111편을 분석대상으로 선정하였다. 이들 논문의 저자키워드를 대상으로 출현빈도, 중심성 및 커뮤니티 분석을 수행하여 두 학술 담론의 구조적 특성을 분석하였다. (연구결과) 지방소멸 담론은 인구구조 변화 대응과 지방분권 기반 정책 대응을 중심으로 구성되어 있었으며, 이민정책은 지방분권 및 지역 단위의 정책 대응과 연계된 하나의 연구주제로 나타났다. 반면 지역이민 및 지역기반 이민정책 관련 학술 담론에서는 이민정책이 다양한 연구 주제를 연결하는 중심적･매개적 위치를 차지하였으며, 지역특화형 비자 등을 중심으로 한 지방소멸 대응 이민정책, 세계화와 초국가주의, 결혼이민자의 지역사회 적응을 중심으로 세개의 하위 담론이 형성되어 있는 것으로 나타났다. 이는 기존의 국제이주 및 다문화 연구와의 연계 속에서 지방소멸 대응과 지역특화형 비자 등을 중심으로 한 정책･제도적 구가 새로운 연구영역으로 부상하고 있음을 시사한다. (결론 및 제언) 분석 결과는 지역기반 이민정책에 관한 최근의 학술적 논의가 기존 국제이주 및 다문화 연구와 연계되어 전개되는 한편, 지방소멸과 인구감소 대응 및 지역특화형 비자 등 지역 단위의 정책･제도에 관한 연구가 주요 연구 영역으로 나타나고 있음을 보여준다. 향후 지역기반 이민정책의 실효성을 규명하기 위해서는 지역의 인구･산업적 여건과 지방정부의 정책역량, 다층적 거버넌스, 이주민의 정착 및 사회통합을 함께 고려한 실증연구가 축적될 필요가 있다.
