Popular Will and ICT in the Era of Post‑Democracy — Azuma Hiroki and Japan’s Post‑Postwar Democracy —
This article traces the development of Azuma Hiroki’s discussion of Democ- racy 2.0—a thought experiment that sought to revitalize Japanese democracy by reconceptualizing the general will in light of advances in information and commu- nication technology (ICT)—and examines its evolution since the 2010s against the backdrop of the widely discussed global crisis of liberal democracy. It further sit- uates the trajectory of Azuma’s thought within the contexts of post-politics and hyper-politics that have emerged alongside the hollowing out of Japan’s postwar democracy. Azuma’s reflections on popular will and ICT are significant insofar as they stimulated new ways of imagining how to overcome both the limitations of representative democracy—such as the impossibility of fully representing the col- lective will of the people and the exclusion of minority opinions—and the weak- nesses of deliberative democratic models that presuppose citizens’ communicative competence. At the same time, however, this thought experiment, grounded in technologi- cal optimism regarding ICT, seeks to identify an equilibrium among the interests of politically disengaged individuals and equate such an equilibrium with democ- racy. Against the backdrop of the growing visibility of the adverse effects of ICT, increasing political polarization, and the politicization of everyday life, Azuma shifted in emphasis from exploring the democratic potential of ICT and the Inter- net as spaces for making popular desires visible to focusing on the risks they pose to democracy. This shift should be understood in this context. Ultimately, his experiment concluded with a retreat from the Internet itself. This outcome sug- gests the need for a new post-postwar democratic framework for rethinking the relationship between democracy and the people as political subjects.

이 글은 전 세계적으로 자유 민주주의의 위기가 이야기되는 상황에서정보통신기술(ICT)의 발전에서 일반의지 개념을 재의미화하여 민주주의를쇄신할 단서를 찾고자 했던 실험인 아즈마 히로키(東浩紀)의 ‘민주주의2.0’ 논의와 그 2010년대 이후의 전개를 추적한다. 그리고 그 사유의 궤적이의미하는 바를 일본의 전후 민주주의가 형해화하는 가운데 나타난 포스트정치와 하이퍼정치라는 맥락에 비추어 살펴본다. 아즈마의 민의와 ICT에 대한논의는 인민 총의의 대표/재현의 불가능성, 소수 의견 배제와 같은 대의제 민주주의의 한계와 의사소통 능력을 전제하는 숙의 민주주의 모델의 약점을돌파할 상상력을 자극한 점에서 그 의의를 찾을 수 있다. 다만 이러한 사고실험은 ICT에 대한 기술낙관론에 기초하여 정치적으로 무관심한 개인 사이의이해의 균형점을 찾고자 하며 그것을 민주주의와 동일시한다. ICT의 폐해의현저화, 정치의 양극화와 일상의 정치화라는 변화 속에 대중의 욕망을 가시화하는 ICT나 인터넷 공간에서 새로운 민주주의의 가능성보다 민주주의를위협하는 리스크를 보는 아즈마의 논조의 변화는 이러한 맥락에서 이해되어야 한다. 결과적으로 아즈마의 사고 실험은 인터넷 밖으로 도주하는 것으로막을 내렸다. 그 귀결은 민주주의와 정치적 존재로서의 인민에 대한 포스트전후 민주주의적인 새로운 사유의 필요성을 시사한다.
