This paper re-examines the rebellion of Taira no Masakado, who claimed the title of Shinno (新皇, New Emperor) in the mid-10th century, from an ideological perspective, focusing on the actual circumstances of his enthronement as Shinno, the legitimizing rationale that he advanced at the time of enthronement, and the logic underlying the Imperial court’s response. It has been argued that Masakado adopted the Chinese concept of the Mandate of Heaven(天命思想) and the idea of dynastic revolution, and in response the Imperial court manifested the medieval concept of the“king’s land and king’s people”(王土王民思想). This paper criti- cally examines the framework that interprets Masakado’s emergence as a rupture or transformation, and instead emphasizes the continuity of ancient thought and social order, pointing out the ideological limitations of Masakado. First, through the Shomonki(將門記) and contemporary court records from the time of his enthronement, the paper reconfirms that Masakado’s assumption of the title Shinno was an act of usurpation that imitated the Kyoto court’s ruling system, arising in the midst of a contingent rebellion. It then clarifies the relation- ship between the bloodline logic as an imperial descendant and the outstanding military prowess, as conditions for becoming Shinno. Recognizing the limits of his claim to legitimate lineage, Masakado instead oriented himself toward a logic of hegemonic rule grounded in military victory, drawing on foreign precedents only in a fragmentary manner rather than fully internalizing a sophisticated con- ception of the Mandate of Heaven. The paper further argues that the“king’s land and king’s people” ideology invoked by the court in the course of suppressing Masakado’s rebellion was likewise not a newly created doctrine, but rather a reaf- firmation of the ruling ideology of the ancient state that had persisted since the establishment of the ritsuryō system — thus a product of continuity rather than innovation.
