This study aims to analyze, from a policy perspective, the causes of the complex crisis facing the cable TV industry and to explore policy improvement measures for its sustainable survival. To this end, relevant laws and academic literature were reviewed, and expert interviews were conducted with a total of ten individuals, including cable TV industry experts, broadcasting experts, and legal experts. The analysis reveals that while the essence of the cable TV crisis stems from structural environmental changes brought about by the digital transformation, policy failures rooted in path dependence have served to deepen the crisis. At the industry-structural level, multiple factors have combined to produce this outcome: the limits on economies of scale imposed by the 78-broadcasting-zone system, the asymmetric competitive structure resulting from IPTV operators' bundled service offerings, the entrenchment of low-price products and the resulting loss of investment momentum, and the failure to transition from HFC networks to IP-based networks. At the policy level, outdated regulations?including rate regulation, channel programming regulation, broadcasting zone regulation, and the burden of the Broadcasting and Communications Development Fund, all originally designed for an era of monopoly/oligopoly?have persisted inertially despite changes in the market environment, while the shift toward an integrated media law regime suited to the digital transformation has been delayed. This delay has structurally deepened the cable TV crisis. Building on this analysis, the study derives policy improvement measures to secure the sustainability of cable TV, including a comprehensive easing of outdated regulations such as rate and channel programming regulations, and reductions in the Broadcasting and Communications Development Fund burden. With regard to the realization of locality, it is necessary to shift local channel investment obligations toward an incentive-based approach, ease restrictions on commentary and editorializing, establish a legal basis for local channels' status as local media, and legislate for local channel commerce. This study holds significance in that it examines the cable TV crisis from a policy perspective and, drawing on expert opinions, identifies both the causes of the crisis and directions for policy improvement.

본 연구는 케이블TV 산업이 직면한 복합적 위기의 원인을 정책적 관점에서 분석하고, 지속가능한 생존을 위한 정책 개선방안을 모색하는 것을 목적으로 한다. 이를 위해 관련 법령 및 학술 문헌을 검토하는 한편, 케이블TV 업계 전문가, 방송 전문가, 법 전문가 등 총 10인을 대상으로 전문가 인터뷰를 실시했다. 분석 결과, 케이블TV 위기의 본질은 디지털 대전환에 따른 구조적 환경 변화에 기인하면서도, 경로의존성에 기반한 정책 실패가 위기를 심화시킨 원인으로 작용했다. 산업 구조적 차원에서는 78개 방송권역 체계로 인한 규모의 경제 창출의 한계, IPTV 사업자의 결합상품 기반 비대칭 경쟁 구조, 상품 저가화 고착과 투자 동력 상실, HFC망에서 IP망으로의 기술 전환 실패 등이 복합적으로 작용하였다. 정책적 측면에서는 독·과점 시대에 설계된 요금규제, 채널편성 운용규제, 방송권역 규제, 방송통신발전기금 부담 등 낡은 규제가 시장 환경 변화에도 불구하고 관성적으로 유지되어 왔으며, 디지털 대전환에 부합하는 통합미디어법 체제로의 전환이 지체되어 온 것이 케이블TV의 위기를 구조적으로 심화시켜 왔다. 이를 바탕으로 케이블TV의 지속가능성 확보를 위한 정책 개선방안으로 요금 및 채널 편성규제 등 낡은 규제의 전면적 완화, 방송통신발전기금 감면 등을 도출하였다. 지역성 구현과 관련해서는 지역채널 투자 의무의 인센티브 방식 전환, 해설·논평 금지 규제 완화, 지역매체로서의 법적 근거 마련, 지역채널 커머스의 법제화 등이 필요한 상황이다. 본 연구는 케이블TV의 위기를 정책적 관점에서 조망하고 전문가들의 의견을 바탕으로 위기의 원인과 정책적 개선 방향을 도출했다는 점에서 의의가 있다.
