This study examines the organizational base and community activities of the Namwon Branch of Singanhoe. Previous studies on Singanhoe have mainly focused on its founding process, cooperation between nationalist and socialist forces, and debates over its dissolution. In recent years, research has expanded to local branches, but individual branch studies in the Jeonbuk region remain limited, and the Namwon Branch has not been sufficiently examined as an independent subject of research. This article analyzes the background of its establishment, organizational base, and community activities by using newspaper articles and colonial police and prosecution records. The Namwon Branch of Singanhoe was established amid the nationwide expansion of local Singanhoe branches after 1927. However, its establishment cannot be explained simply as the unilateral transplantation of the central headquarters’ policy into the region. In Namwon, there already existed the spatial and human networks of youth movements centered on the Namwon Youth League, while the Hyeongpyeong movement, local press activities, and public activities by local notables were also being carried out. The fact that the preparatory meeting for the Namwon Branch, the founding meeting of the Namwon Youth League, and the inaugural meeting of the Namwon Branch were all held at the Namwon Youth Hall indicates that the branch was established on the basis of local youth movements. After its establishment, the Namwon Branch continued its organizational activities through executive meetings and regular general meetings. It formed an executive body and departmental structure, and discussed matters such as recruiting members, collecting membership fees, preparing agenda items for headquarters meetings, electing delegates, and organizing its budget. Its action program also raised a broad range of issues, including national rights, education, labor and peasant questions, women’s issues, and the abolition of social discrimination. This shows that the Namwon Branch was not merely an informal association, but an activist organization that addressed local issues and broader social movement agendas. The community activities of the Namwon Branch were concretely expressed in its responses to local issues. It cooperated with the Namwon Youth League in investigating and responding to the Yurimdan Misconduct Incident, and raised with county authorities such issues as tuition fees at Namwon Public Common School, tuition exemptions for children from poor families, negligence by school authorities, and gravel corvée labor. In this process, the branch raised the problems of unequal educational opportunity, the burdens placed on the poor, and local authority structures, transforming individual local grievances into issues of residents’ rights and everyday burdens. It also maintained links with the Hyeongpyeong movement, contributed a donation to a famine-relief performance, and participated in discussions on promoting labor and peasant organizations. The Namwon Branch also responded to broader national issues, including the problem of Koreans in Manchuria, the Wonsan General Strike, and the strike at the Joseon Textile Company in Busan. However, these activities were continually restricted by police bans on meetings, prior censorship, prohibitions on speeches, arrests, and detention orders. Its public activities weakened markedly after the 1930 incident involving a message of encouragement to the Busan strike and the Namwon Manifesto Incident. Nevertheless, the branch did not immediately disappear. It remained within the official organizational network of the Singanhoe headquarters, although its internal meetings and decision-making functions weakened. The Namwon Branch thus illustrates how the national united-front movement took root in a county-level locality on the basis of local social movements, and how it developed through responses to local issues and the reception of broader national and social movement agendas.

이 글은 신간회 남원지회의 조직 기반과 지역사회 활동을 검토한 것이다. 신간회 연구는 창립 과정, 민족주의 세력과 사회주의 세력의 협동, 해소 논쟁 등을 중심으로 축적되어 왔으며, 최근에는 지역 지회 연구로 확대되고 있다. 그러나 전북지역의 개별 지회 연구는 아직 제한적이며, 남원지회 역시 독립적인 연구 대상으로 충분히 다루어지지 않았다. 이에 본고는 신문 자료와 일제 경찰·검찰 관계 자료를 활용하여 남원지회의 설립 배경, 조직 기반, 지역사회 활동의 양상을 살펴보았다. 신간회 남원지회는 1927년 이후 전국적으로 확산된 지회 설립운동의 흐름 속에서 출범하였다. 그러나 그 설립은 중앙본부의 방침이 지역에 일방적으로 이식된 결과만으로 설명하기 어렵다. 남원지역에는 남원청년동맹을 중심으로 한 청년운동의 공간과 인적 기반이 존재했고, 형평운동·언론활동·지역 유지층의 공적 활동도 일정하게 전개되고 있었다. 특히 남원청년회관에서 설치준비회, 남원청년동맹 창립대회, 남원지회 설립대회가 잇달아 열렸다는 사실은 남원지회가 지역 청년운동의 기반 위에서 성립했음을 말해준다. 설립 이후 남원지회는 간사회와 정기대회를 통해 조직 운영을 이어갔다. 임원진과 부서 체계를 갖추고, 회원 모집, 회비 징수, 본부대회 상정 의안 작성, 대의원 선출, 예산 편성 등을 논의하였다. 또한 행동강령에서는 민족적 권리, 교육 문제, 노동·농민 문제, 여성 문제, 사회적 차별 철폐를 함께 제기하였다. 이는 남원지회가 단순한 친목적 모임이 아니라, 지역 현안과 사회운동 의제를 다루는 활동 조직으로 운영되었음을 의미한다. 남원지회의 지역사회 활동은 여러 현안 대응에서 구체적으로 나타났다. 남원지회는 유림단 비행사건에 대해 남원청년동맹과 공동으로 조사와 대책을 추진하였고, 남원공립보통학교 수업료 문제, 무산아동 수업료 면제, 학교 당국의 직무 태만, 사리 부역 문제 등을 군 당국에 제기하였다. 이 과정에서 남원지회는 교육 기회의 불평등, 무산층의 생활 부담, 지역 권위 구조의 문제를 제기하고, 지역의 개별 민원을 주민의 권리와 생활 부담의 문제로 전환하였다. 아울러 형평운동과 접점을 형성하고, 기근구제 연주회에 동정금을 제공했으며, 노동·농민단체 조직 촉진 논의에도 관여하였다. 한편 남원지회는 재만동포 문제, 원산노동쟁의, 부산 조선방적회사 파업 등 전국적 현안에도 반응하였다. 그러나 이러한 활동은 경찰의 집회 금지, 사전검열, 발언금지, 검속과 구류처분 속에서 지속적으로 제약되었다. 특히 1930년 부산 조선방적파업 격려문 사건과 남원격문사건 이후 공개 활동은 크게 약화되었다. 그러나 남원지회는 곧바로 소멸하지 않고 본부의 공식 조직망 안에 남아 있었으며, 그 과정에서 내부 회합과 의사결정 기능이 약화된 상태로 존속하였다. 따라서 신간회 남원지회는 군 단위 지역에서 민족협동전선운동이 청년운동을 비롯한 지역 사회운동의 기반 위에 성립하고, 지역 현안 대응과 전국적 민족·사회운동 의제의 수용을 통해 전개된 양상을 보여주는 사례라고 할 수 있다.
