This study aims to examine the current operating status, implementation methods, and perceptions of key stakeholders regarding philosophy programs for young children in Korean early childhood education settings, thereby providing foundational data and implications for the development of early childhood philosophy education. To achieve this, a full-census survey on the implementation of philosophy programs was conducted across 4,913 kindergartens and 12,392 childcare centers operating 5-year-old classes nationwide, utilizing public data from Kindergarten Information Disclosure (Kindergarten Alimi) and Childcare Center Information Disclosure Portal. Additionally, semi-structured interviews were conducted with 12 directors and teachers from institutions operating philosophy programs, and the data were analyzed using thematic analysis. The results revealed that only 11 institutions—approximately 0.063% of the total—were operating philosophy programs, with implementation models categorized into three types: External Contracting, Internal Development, and Content Adoption. Stakeholders perceived that philosophy activities contributed to generating questions, promoting critical thinking, and enhancing self-expression and communication skills in young children. However, a lack of teacher expertise, administrative and financial burdens on institutions, and parents' expectations for visible learning outcomes were identified as major constraints to widespread implementation. Based on these findings, this study suggests supporting teacher expertise, establishing an implementation framework integrated with the national curriculum, expanding administrative and financial support at the national level, building collaborative networks connecting research and practice, and raising public awareness to foster the sustainable operation and expansion of early childhood philosophy education.

본 연구는 한국 유아교육 현장에서 철학활동의 운영 현황과 운영 방식, 현장 주체의 인식을 규명하고, 유아철학교육의 발전을 위한 기초자료와 시사점을 제공하는 데 목적이 있다. 이를 위해 유치원알리미와 어린이집정보공개포털의 공개자료를 분석하여 만 5세 학급을 운영하는 전국 유치원 4,913개와 어린이집 12,392개를 대상으로 철학활동 운영현황을 전수조사하고, 철학활동 운영기관의 원장 및 교사 12명을 반구조화 면담하여 주제분석법으로 분석하였다. 연구 결과, 철학활동 운영기관은 전체의 약 0.063%인 11개기관으로 확인되었으며, 운영 방식은 외부 위탁형, 내부 개발형, 콘텐츠 도입형으로 유형화되었다. 현장에서는 철학활동이 유아의 질문 생성과 사고력, 자기표현력 및 의사소통능력 향상에 기여하는 것으로 인식하였으나, 교사 전문성 부족, 기관의 행·재정적 부담, 학부모의 가시적 성과 기대가 확산의 주요 제약 요인으로 나타났다. 이를 바탕으로 유아철학교육의 지속가능한 운영과 확산을 위해 교사 전문성 지원, 교육과정과 연계된 운영기반 구축, 국가 차원의 행·재정 지원, 연구와 현장을 연계하는 협력 체계 구축 및 사회적 인식 제고를 제안하였다.
