1990년대 이후 한일시민연대의 변용 : 친밀권 담론과 ‘삶의 정치’를 통해 본 역동성
The Transformation of Japan–South Korea Civil Solidarity Since the 1990s : The Dynamics of Relationships Through the Discourse of the Intimate Sphere and ‘Informal Living Politics’
This study reexamines the transformation of Japan-South Korea civil solidarity since the 1990s, shifting the focus away from the state-centric macro-narratives of the “public sphere” toward the “intimate sphere,” a relational space built on trust and practice, and the concept of grassroots “informal living politics.” Methodologically, this paper initiates a “methodological turn” by employing autoethnography and a narrative approach, drawing on the author’s three decades of practical experience both as a participant and an insider. Specifically, it analyzes civil solidarity surrounding “North Korean issues,” including humanitarian aid, human rights, and defector support, an area frequently overshadowed by historical disputes but highly effective for understanding the internal dynamics of solidarity. The analysis reveals that Japan-South Korea civil solidarity since the 1990s operates within four distinct boundary zones: participatory, ontological, motivational, and teleological boundaries. Within these realms, mutual trust and conflict among stakeholders dynamically interact. The most significant scholarly finding is the shifting role of Zainichi Koreans, who have transformed from passive recipients of aid in the 1970s and 1980s into transnational agents leading the solidarity movement since the 1990s. Furthermore, despite the constraints of the divided Korean Peninsula, the Zainichi Korean civil society is expanding into global civil society by addressing contemporary issues like discrimination against new immigrants and refugees in Japan. This study contributes to the field by complementing public sphere-oriented literature and proposing a new analytical framework for transnational civil solidarity in East Asia through the discourse of the intimate sphere.

본 연구는 1990년대 이후 전개된 한일시민연대의 변용 과정을 국가 중심의 거대 담론인 공공권에서 벗어나, 신뢰와 실천을 기반으로 하는 관계적 공간인 친밀권과 아래로부터의 ‘삶의 정치’(informal living politics)라는 시각에서 재해석한다. 이를 위해 연구자의 30년간의 실천적 경험을 바탕으로 오토에스노그라피를 도입하여 방법론적 전환을 시도했다. 특히 그동안 역사 인식 문제에 가려져 상대적으로 덜 주목받았던 북한 문제를 둘러싼 한일시민연대를 집중 분석했다. 분석 결과, 1990년대 이후 한일시민연대 내부에는 네 가지 차원의 경계 영역—참여적, 존재론적, 동기적, 목적론적 경계—이 존재하며, 이를 넘어서는 과정에서 당사자 간의 신뢰와 갈등이 역동적으로 상호작용하고 있음이 밝혀졌다. 가장 주목할 만한 학술적 발견은 과거 지원과 구호의 객체에 머물렀던 재일코리안이 1990년대 이후에는 한일시민연대를 이끄는 능동적인 주체로 변화했다는 점이다. 나아가 최근 재일코리안 시민사회는 남북 분단 구조의 제약 속에서도 일본 내 이주자와 난민에 대한 차별에 대응하는 등 그 외연을 확장하고 있다. 본 연구는 공공권 중심의 기존 연구를 보완하고, 동아시아 지역의 시민연대 연구를 위한 새로운 친밀권 담론 모델을 제시했다는 점에서 의의를 지닌다.

서울대학교 일본연구소는 체계적이고 종합적인 일본 연구를 통하여 동아시아의 평화와 번영에 기여하는 것을 목적으로 2004년11월19일 설립되었다. 본 연구소는 서울대학교에서 일본지역학의 교육ㆍ연구 체제를 갖춘 국제대학원이 주관하며, 서울대학교의 다양한 학문 분야의 일본 관련 연구를 하고 있는 교수, 연구자들이 모두 참여하여 운영된다.
일본관련 자료의 수집과 정리, 정보네트워크 구축, 연구활동 지원, 대외적인 학술ㆍ인물 교류 등 일본연구의 기반을 조성하기 위한 그간의 실적을 토대로 하여 새롭게 출범한 서울대학교 일본연구소는 오늘날 국내외 정세의 변화를 배경으로 일본연구의 새로운 방향을 모색할 것이다. 이를 통하여 한국의 일본 연구 및 교육의 발전에 기여할 뿐 아니라, 국제사회에서 일본연구의 새로운 틀을 창출하는 데 적극적인 역할을 수행하고자 한다.
