The Reconstitution of Interdependence : Structural Change in Korea-Japan Economic Relations and the Possibility of Cooperation
This article reconstructs sixty years of Korea-Japan economic relations since the 1965 normalization of diplomatic ties into three phases: the formation, weakening, and reconstitution of a cooperative structure. It explains the character of the cooperation restored after 2023 from a structural perspective. The analysis yields three findings. First, the so-called lost decade of Korea-Japan relations in the 2010s was less a product of historical disputes than of the surfacing of deeper structural change: the relative decline of Japan’s economic power, the rise of the Chinese market, and the expansion of Korea’s multilateral trade network. The unidirectional and vertical division of labor that had defined the relationship since 1965 gave way to a horizontal structure of competition. An economic bond that had already loosened lost the capacity to absorb the shock of historical conflict. Second, the restoration of cooperation after 2023 originated not from incentives internal to the bilateral relationship but from external drivers: the deepening of geoeconomic risk, the reconfiguration of global governance, and a paradigm shift in advanced-technology industries. These three variables interacted and reinforced one another, drawing the two countries toward similar strategic coordinates as middle powers sharing structural vulnerabilities. Third, the restored cooperation has not yet become self-sustaining, and at the core of this limitation lies the asymmetry of the two countries’ economic security governance. The semiconductor, AI, quantum, and bio sectors that Korea prioritizes overlap almost entirely with the seventeen strategic fields that Japan is intensively cultivating, and these are dual-use domains spanning both military and civilian applications. Japan manages these fields through state-led integrated governance, whereas Korea relies on a dispersed, private-sector-autonomous model. As the Line Yahoo incident demonstrated, this governance gap can turn into a fault line of cooperation at the slightest friction. On the basis of this diagnosis, the article proposes two institutional foundations for bilateral cooperation. A Korea-Japan Digital Trade Agreement (DTA) would fill the normative vacuum at the level of trade, while the coordination of Security Clearance (SC) systems would secure the interoperability of security vetting at the level of information and trust. Rather than restoring the past vertical relationship of complementarity, this is an effort to seek a new grammar of cooperation atop a horizontalized structure of competition.

이 논문은 1965년 국교정상화 이후 60년에 걸친 한일 경제관계를 협력 구조의 형성, 약화, 재구성이라는 세 국면으로 구조화하고, 2023년 이후 복원된 협력의 성격을 구조적 관점에서 설명한다. 분석의 결과는 세 가지다. 첫째, 2010년대 한일 관계의 잃어버린 10년은 역사 갈등의 산물이라기보다, 일본 경제력의 상대적 하락, 중국 시장의 부상, 한국의 다자 통상 네트워크 확장이라는 구조 변화가 표면화된 결과다. 이미 느슨해진 경제적 유대가 역사 갈등의 충격을 흡수할 동력을 잃은 것이다. 둘째, 2023년 이후의 복원은 양자 관계 내부의 유인이 아니라 지경학 리스크의 심화, 글로벌 거버넌스의 재편, 첨단기술 산업의 패러다임 전환이라는 외적 동인에서 비롯되었다. 셋째, 그럼에도 복원된 협력은 아직 자립하지 못하고 있으며, 그 핵심에는 경제안보 거버넌스의 비대칭성이 자리한다. 한국이 우선순위에 두는 반도체와 AI, 양자, 바이오는 일본이 집중 육성하는 17개 전략 분야와 겹치는 군사와 민간의 이중용도 영역이어서, 양국 거버넌스의 거리가 협력의 장벽으로 작용한다. 이러한 진단 위에서 이 논문은 교역의 층위에서 규범 공백을 메우는 한일 디지털 통상협정(DTA)과, 정보와 신뢰의 층위에서 보안 인가의 상호 운용성을 확보하는 시큐리티 클리어런스(SC) 조율을 양자 협력의 기초적 토대로 제시한다. 이는 수평화된 경쟁 구조 위에서 새로운 협력의 문법을 모색하려는 작업이다.

서울대학교 일본연구소는 체계적이고 종합적인 일본 연구를 통하여 동아시아의 평화와 번영에 기여하는 것을 목적으로 2004년11월19일 설립되었다. 본 연구소는 서울대학교에서 일본지역학의 교육ㆍ연구 체제를 갖춘 국제대학원이 주관하며, 서울대학교의 다양한 학문 분야의 일본 관련 연구를 하고 있는 교수, 연구자들이 모두 참여하여 운영된다.
일본관련 자료의 수집과 정리, 정보네트워크 구축, 연구활동 지원, 대외적인 학술ㆍ인물 교류 등 일본연구의 기반을 조성하기 위한 그간의 실적을 토대로 하여 새롭게 출범한 서울대학교 일본연구소는 오늘날 국내외 정세의 변화를 배경으로 일본연구의 새로운 방향을 모색할 것이다. 이를 통하여 한국의 일본 연구 및 교육의 발전에 기여할 뿐 아니라, 국제사회에서 일본연구의 새로운 틀을 창출하는 데 적극적인 역할을 수행하고자 한다.
