This study examines the military role of artificial intelligence (AI) in hybrid warfare through a case study of the Russia–Ukraine War. It analyzes how AI contributes to hybrid warfare by enhancing information superiority, cognitive influence, and cyber warfare capabilities. A qualitative single-case study employing the process tracing method was conducted based on a review of the literature on hybrid warfare and the military application of AI. The findings show that AI improves information superiority by accelerating battlefield intelligence processing and decision-making, expands cognitive influence through generative AI-enabled information operations, and strengthens cyber warfare capabilities by enhancing automated threat detection and response. The Russia–Ukraine War demonstrates that AI has evolved beyond a supporting technology into a strategic enabler that fundamentally transforms the conduct of hybrid warfare. The study concludes that AI has become a core capability integrating the information, cognitive, and cyber domains in modern warfare. Accordingly, the Republic of Korea Armed Forces should strengthen AI-enabled command and control systems, develop capabilities to counter cognitive warfare, and enhance cyber resilience to prepare for future warfare.

본 연구는 인공지능(AI)이 하이브리드전쟁 수행에 어떠한 영향을 미치는지를 분석하고, 러시아–우크라이나 전쟁 사례를 통해 AI의 군사적 역할과 전략적 함의를 규명하는 데 목적이 있다. 특히 AI가 정보우위, 인지영향력, 사이버전 효과를 통해 하이브리드전쟁 수행에 어떠한 영향을 미치는지를 분석하고자 한다. 이를 위해 하이브리드전쟁과 AI의 군사적 활용에 관한 선행연구를 검토하고, 러시아–우크라이나 전쟁을 단일 사례로 선정하여 과정추적(Process Tracing) 방식의 사례연구를 수행하였다. 분석은 AI 활용이 정보우위, 인지영향력 및 사이버전 효과를 거쳐 하이브리드전쟁 수행에 미치는 영향을 중심으로 진행하였다. 분석 결과, AI는 전장정보의 수집과 분석을 통해 정보우위를 강화하고, 생성형 AI와 디지털 플랫폼을 활용한 정보작전을 통해 인지영향력을 확대하며, 자동화된 탐지·대응체계를 기반으로 사이버전 수행능력을 향상시키는 것으로 나타났다. 또한 러시아–우크라이나 전쟁사례는 AI가 군사적 우위를 확보하는 보조수단을 넘어 하이브리드전쟁의 수행방식과 전쟁지속능력을 변화시키는 핵심 요인으로 기능하고 있음을 보여주었다. 결론적으로 AI는 현대 하이브리드전쟁에서 정보, 인지, 사이버 영역을 통합하는 핵심 역량으로 작용하며, 미래전의 수행방식과 국가안보 전략에 중대한 변화를 초래하고 있다. 따라서 한국군은 AI 기반 지휘통제체계 고도화, 인지전 대응체계 구축, 사이버 복원력 강화 등을 중심으로 미래전 대비전략을 발전시킬 필요가 있다.
