This study aims to demonstrate the necessity of integrated literature, arts, and physical education as a future educational alternative to restore uniquely human capabilities—specifically thinking, sensibility, and embodiment—in an era of rapid AI and digital technology proliferation. It proposes practical development directions by comparing policies from the Seoul Metropolitan Office of Education and the Gyeonggido Office of Education. Focusing on educational commitments established through the research team’s involvement in the Seoul Policy Implementation Committee and the Gyeonggi Transition Committee, the study compares Seoul’s pledge on “Strengthening Arts Education and Sports Activities” with Gyeonggi’s “Gyeonggi RAS Education” framework. The analysis reveals that Seoul seeks the coexistence of AI EdTech and analog sensibility education on a foundation of responsible education. Meanwhile, Gyeonggi aims to cultivate future talent through integrated literacy, culture/arts, and sports/health to foster the power to think, express, and live. For these policies to be implemented effectively, structural issues must be addressed, including administrative burdens on schools caused by overlapping programs, lack of policy connectivity, and one-off experiential operations. To overcome these challenges, this study proposes establishing the “Seoul Cultural and Arts Education Support Center” to integrate budgets, streamline resources, and manage the quality of arts instructors. For Gyeonggi, it highlights the necessity of the “Gyeonggi RAS History Certification System”—an integrated 12-year growth record that organically connects an AI-based reading history, the Art-e QMS quality management system, and an AI-based student physical fitness management system. By analyzing Seoul’s governance innovation model and Gyeonggi’s integrated growth management framework, this study offers policy directions for future holistic education that harmonizes human intellect, emotion, and body in the AI era.

본 연구는 AI·디지털 기술이 급속히 확산되는 시대에 인간 고유의 사유 능력과 감수성, 신체성을 회복하기 위한 미래 교육의 대안으로 ‘문학·예술·체육 융합 교육’의 당위성을 논증하고, 서울시와 경기도 양대 교육청의 정책 비교를 통해 실천적 발전 방향을 제안하는 데 목적이 있다. 이를 위해 연구자가 참여한 서울특별시교육청 공약추진위원회와 경기도교육감직 인수위원회에서 수립한 교육 공약을 중심으로 서울시의 ‘예술교육 및 스포츠 활동 강화’ 공약과 경기도의 ‘경기 RAS 교육’ 체계를 비교 분석하였다. 분석 결과, 서울시는 책임교육의 토대 위에서 AI 에듀테크와 아날로그 감성 교육의 공존을 지향하고 있으며, 경기도는 문해력, 문화예술, 스포츠 건강을 통합하여 생각·표현·살아가는 힘을 키우는 경기형 미래 인재 양성을 목표로 삼고 있다. 이러한 정책이 실효성 있게 추진되기 위해서는 관련 사업의 중복·분산으로 인한 학교 현장의 행정 부담, 정책 간 연계 부족, 일회성 체험 중심 운영 등 구조적 문제를 개선할 필요가 있다. 이에 본 연구는 미래융합 교육의 안정적 안착을 위해 문화예술 예산과 자원을 통합·조정하고 예술 강사 질 관리를 전담할 ‘서울시 문화예술교육지원센터’의 설립 필요성을 제안하고, AI 기반 독서 이력제, Art-e QMS 질 관리 체계, AI 기반 학생 건강 체력 관리시스템을 유기적으로 연계하고 12년간의 통합 성장 이력을 공식 증명하는 ‘경기형 RAS 이력 인증제’ 구축의 정책적 당위성을 역설하였다. 본 논문은 서울의 거버넌스 혁신 모델과 경기도의 통합 성장관리 체계를 분석함으로써, AI 시대에 인간의 지성·감성·신체가 조화를 이루는 미래형 전인교육의 정책 방향을 제시하고, 문·예·체 융합 교육의 제도적 기반 마련을 위한 시사점을 제공한다.
