Artificial intelligence (AI), particularly generative AI and large language models, is rapidly expanding across public administration, and police activities are also being directly affected by this technological innovation. The potential use of AI is increasing in various areas of police work, including crime prevention, 112 emergency call handling, criminal investigation, traffic management, intelligence analysis, and administrative affairs. However, its practical application continues to face several limitations, such as insufficient technological infrastructure, inadequate legal and institutional frameworks, concerns over personal information protection, uncertainty regarding responsibility for AI-generated outcomes, and the need to strengthen police officers’ professional competence. In particular, because police work involves the exercise of public authority that may directly affect citizens’ fundamental rights, effective policing services cannot be achieved merely through the introduction of advanced technology. Accordingly, this study analyzes the changing characteristics of police work in the age of AI and proposes practical measures for the effective use of AI throughout police activities. To this end, the concepts and characteristics of AI and police work are examined, while domestic and international cases of AI utilization and changes in police activities are analyzed to identify the limitations of the current system and the tasks requiring improvement. In particular, this study emphasizes that AI should not be used as a means of replacing police officers, but rather as an intelligent policing support system that assists their professional judgment and decision-making. Based on this perspective, the study proposes function-specific AI utilization models that reflect the characteristics of police work. It also recommends the phased introduction of generative AI, the establishment of a decision-support system based on police big data, the strengthening of professional AI training for police officers, the protection of personal information, the enhancement of algorithmic transparency, and the improvement of AI ethics standards and related legal and institutional frameworks. These institutional and policy improvements are expected to promote people-centered, science-based policing, enhance the efficiency and accountability of police administration, and contribute to the establishment of an AI-based smart policing system capable of proactively responding to changes in the future public-safety environment.

최근 인공지능(AI) 기술은 생성형 AI와 초거대 언어모델의 발전을 중심으로 공공행정 전반에 빠르게 확산되고 있으며, 경찰활동 역시 이러한 기술혁신의 영향을 직접적으로 받고 있다. 범죄예방, 112 신고접수, 범죄수사, 교통관리, 정보분석, 행정업무등 다양한 경찰업무에서 AI 활용 가능성이 확대되고 있으나, 실제 현장에서는 기술적 활용기반의 부족, 법·제도의 미비, 개인정보 보호 문제, AI 결과에 대한 책임소재, 경찰관의 전문성 확보 등 여러 한계가 동시에 나타나고 있다. 특히 경찰업무는 국민의 기본권과 직결되는 공권력 행사라는 특성을 가지므로 단순한 기술 도입만으로는 실효성 있는 치안서비스를 구현하기 어렵다. 따라서 본 연구에서는 AI 시대에 변화하는 경찰업무의 특성을 분석하고, 경찰활동 전반에 AI를 효과적으로 활용하기 위한 실천적 방안을 제시하고자 하였다. 이를 위해 AI의 개념과 경찰업무의 특성을 검토하고, 국내외 AI 활용 사례와 경찰활동의 변화 양상을 분석하여 현행 제도의 한계와 개선과제를 도출하였다. 특히 AI를 경찰관을 대체하는 수단이 아니라 경찰관의 전문적 판단과 의사결정을 지원하는 지능형 치안지원체계로 활용하여야 한다는 점을 중심으로 논의를 전개하였다. 이에 따라 경찰업무의 특성을 고려한 분야별 AI 활용모델을 제시하고, 생성형 AI의 단계적 도입, 경찰 빅데이터 기반의 의사결정 지원체계 구축, AI 활용 전문교육 강화, 개인정보 보호와 알고리즘의 투명성 확보, AI 윤리기준 및 법·제도 정비 등 실효적인 개선방안을 제안하였다. 이러한 제도적·정책적 개선은 국민 중심의 과학치안을 구현하고 경찰행정의 효율성과 책임성을 제고하는 동시에, 미래 치안환경 변화에 능동적으로 대응할 수 있는 AI 기반 스마트 경찰체계 구축에 기여할 것으로 기대된다.
