This study examines the popular enlightenment strategies developed by journalist Cha Sang-chan through the Basic Survey of Korean Culture - Gangwon Province Edition in the general-interest magazine Gaebyeok during the 1920s. In a harsh environment where colonial powers were building archives to secure the legitimacy of their rule, Cha Sang-chan sought to provide a foundation for the Korean people's awareness of reality and national self-reliance. His primary strategies involved securing and publicizing official statistical data monopolized by colonial authorities, thereby allowing the colonized to objectively face their reality. Furthermore, through journalistic critical discourse, he used satire and critique to expose the abuses of colonial rule and the behavior of pro-Japanese officials, which served to induce moral awakening among the public. He also emphasized an indomitable spirit of resistance by re-evaluating historical figures such as Gung-ye and Min Geung-ho. Finally, he utilized cultural forms of entertainment, such as Sino-Korean poetry (Han-si) and folk songs, to bypass censorship and communicate with the grassroots to establish a firm national identity. These efforts are evaluated as practical enlightenment strategies by a journalist who optimized his approach to the emotional sensibilities of contemporary audiences.

본 글은 1920년대 언론인 차상찬이 잡지 『개벽』의 ｢조선 문화의 기본조사-강원도호｣를 통해 전개한 민중 계몽 전략을 고찰하였다. 당시 식민 권력이 통치 정당성을 확보하기 위해 식민지 아카이브를 구축하던 엄혹한 상황에서, 차상찬은 이에 맞서 조선 민중의 현실 자각과 민족 자강의 토대를 마련하고자 하였다. 주요 전략으로 첫째, 식민 당국이 독점하던 관찬 통계 데이터를 확보하여 공론화함으로써 피식민자가 처한 실상을 객관적으로 직시하게 하였다. 둘째, 저널리즘적 비판 담론을 통해 식민 통치의 폐단과 친일 관리의 행태를 풍자·비판하며 민중의 도덕적 각성을 유도하였다. 셋째, 궁예와 민긍호 등 역사 인물을 재조명하여 불굴의 저항 정신을 강조하였다. 넷째, 한시와 민요 등 문화적 유희를 매개로 검열을 우회하고 기층 민중과 소통하며 민족적 정체성을 확립하려 하였다. 이러한 시도는 당대 수용자의 정서에 최적화된 저널리스트로서의 실천적 계몽 전략으로 평가된다.
