Korea’s institutionalized lifelong education system is intended to reach all citizens; however, it has yet to fully achieve this level of inclusivity. In contemporary Korea, many individuals are officially classified as non-disabled according to legal and medical standards, yet they frequently face marginalization as if they were disabled in their everyday lives. In this study, the term “disability” does not refer to a medical diagnosis or a legal disability category; rather, it is used as a critical, metaphorical concept to describe the experience of citizens being stigmatized as “lacking ability or competence” and regarded as having reduced functioning within the lifeworld. This study examines lifelong educational responses to socio-cultural phenomena that are perceived as obstacles to daily life but have so far received little attention in Korean lifelong education. To this end, this study employs a discourse analysis grounded in a comprehensive literature review. The analysis identifies four socio-cultural pathological phenomena at work in Korean society: “speed disability,” referring to exclusion based on time and processing-speed norms (social acceleration); “relationship disability,” referring to bullying and isolation within organizations due to failures of interaction and belonging; “emotional disability,” referring to depression and heightened emotional vulnerability; and “satisfaction disability,” referring to hyper-dependence and a weakened capacity for desire and stimulus control. For citizens situated in these conditions, the study proposes directions for lifelong educational intervention, advocating for approaches that seek to “rebalance” the conditions of participation, relationship, emotion, and satisfaction in the lifeworld.

한국의 제도화된 평생교육은 모든 시민을 포괄하는 것을 지향하지만 아직 그런 수준에 다다르지 못한 것으로 보인다. 오늘날 한국에는 법적·의학적 기준으로는 장애가 없는 사람으로 인식되지만, 일상생활에서는 마치 장애를 가진 것처럼 평가받고 호명되는 상황들이 매우 빈번히 발생하고 있다. 여기서 ‘장애’라는 표현은 의학적 진단명이나 법적 장애 범주를 지칭하는 것이 아니라, 생활세계에서 특정 시민이 ‘능력이나 역량이 부족한 존재’로 낙인찍히고 기능이 저하된 상태로 취급되는 경험을 설명하기 위한 비판적 은유적 개념이다. 본 연구는 지금까지 한국의 평생교육에서 충분히 주목받지 못한 일상생활의 장애로 인식되는 현상들에 대한 분석을 기반으로, 그에 대한 평생교육적 대응 방안을 탐색한다. 이를 위해 광범위한 문헌 검토에 기반한 담론분석을 수행하였다. 그 결과, 우리 사회에는 시간과 처리 속도 기준에 의한 ‘속도장애’(사회적 가속에 따른 시간·처리속도 규범), 상호작용과 소속의 실패로 인한 ‘관계장애’(조직 내 괴롭힘과 고립), 우울과 정서적 취약성으로 나타나는‘감정장애’(우울 및 정서적 취약성) 그리고 욕망과 자극 조절 능력이 약화된 ‘만족장애’(과의존) 등의 사회문화적 병리 현상들이 작동하고 있음을 확인하였다. 본 연구는 이러한 사회문화적 병리 상황에 놓인 시민들을 위해 평생교육이 참여·관계·정서·만족의 조건을 재균형화(rebalancing)하는 방향을 제시하며, 그 방향을 제언하였다.
