Surface survey is the most widely employed method for investigating buried cultural heritage; however, it is inherently constrained by fundamental methodological limitations. Despite these constraints, surface surveys are routinely conducted in the context of development projects with the aim of protecting buried heritage. Yet, there has been little critical examination of whether such surveys—often implemented as an administrative procedure—are in fact adequate for safeguarding buried cultural resources. Against this backdrop, this study reviews the current practices of surface survey. Although a number of issues are identified in the existing system, the most critical is the absence of quantitative criteria for determining the presence or absence of buried cultural heritage. In addition, despite the fact that surface surveys alone cannot definitively confirm the absence of such remains, there are cases in which construction proceeds immediately after survey completion, which constitutes a significant problem. Furthermore, the inclusion of investigations into folklore and natural heritage—elements that are only marginally related to buried cultural heritage—is also considered inappropriate. To address these issues, this study proposes a framework for establishing criteria to assess the presence of buried cultural heritage following surface surveys and for conducting such assessments on a quantitative basis. While the proposed framework is not presented as definitive, it is intended to encourage the introduction of quantitative evaluation criteria. Moreover, when the possibility of buried heritage cannot be confirmed through surface survey, it is suggested that a monitoring investigation be conducted during construction in order to verify the actual distribution of buried remains. Finally, it is argued that investigations of folklore and natural heritage should be governed by clearly defined criteria, to be implemented only when necessary.

지표조사는 매장유산을 조사하는 가장 보편적인 수단이지만, 방법적 한계도 있다. 이러한 한계에도 불구하고 개발 사업을 진행할 때 매장유산을 보호하려는 목적에서 지표조사를 진행한다. 그런데 일종의 행정 절차로 진행하는 지표조사가 매장유산을 보호하는 데 얼마나 적절한지는 아직 검토된 바가 없다. 이런 문제 인식을 바탕으로 여기서는 현행 지표조사 방법을 검토하였다. 현행 지표조사에서 확인되는 문제점은 여러 가지이지만, 가장 주요한 것은 매장유산의 존재 여부를 판단하는 데 정량적 기준이 없다는 점이다. 또한, 지표조사만으로 매장유산이 존재하지 않음을 단언할 수 없음에도 지표조사 이후 추가 조사 없이 그대로 공사를 진행하는 사례가 있는 것도 문제이다. 이 밖에 매장유산과 다소 무관한 민속과 자연유산 등의 조사가 포함된 것도 부적절하다고 판단한다. 이러한 문제점을 개선하려고 지표조사에서 매장유산의 존재 여부를 판단하는 기준을 설정하여 정량적으로 평가하는 방안을 제시하였다. 물론 여기서 제시한 내용이 최선의 안이라고 생각하지는 않으며, 이를 계기로 정량적 평가 기준에 대한 논의가 진행되어 도입되기를 희망한다. 그리고 지표조사에서 매장유산의 존재 가능성을 확인하지 못한 지역에서 공사를 진행하게 되면 참관조사를 실시하여 매장유산의 분포 여부를 실질적으로 확인하는 단계를 설정하는 게 적절함을 설명하였다. 또한, 민속과 자연유산 등의 조사는 구체적인 기준을 제시하여 필요한 때에만 진행하도록 규정하는 게 바람직하다는 견해도 제시하였다.

문화재의 보호, 관리, 조사, 발굴 및 그 활용과 전국 매장문화재 발굴조사 전담법인기관과의 유기적인 협력체제 유지를 통하여 민족 문화의 보존ㆍ보급ㆍ선양ㆍ전승에 기여함을 목적으로 한다.
1970년대부터 국토개발사업이 본격화 되면서 현대생활의 편리성을 추구하는 각종 대규모 토목공사가 계획ㆍ진행되고 있으며, 이러한 대규모의 토목공사는 땅의 형질변경을 수반함으로 인해 문화유적의 훼손과 파괴를 초래한다. 1990년대 초까지의 매장문화재 조사는 국립박물관, 문화재연구소, 대학박물관 등에서 주도하여 왔으나 매년 증가하는 문화재조사 수요를 감당하기 힘든 실정으로 사업시행의 지연과 문화재관련 학술자료획득의 양면에서 막대한 차질을 빚게 됨에 따라 매장문화재 전담법인기구의 필요성이 제기되었다. 이에 따라 상시 문화재조사 체제를 유지하며, 문화재조사와 관련하여 사업시행자의 손실을 최소화하고, 긴급발굴에 따른 졸속 발굴 등을 예방하여 철저한 학술자료 획득 및 전문인력의 양성을 통한 전반적 발굴수준의 향상을 위하여 중앙문화재연구원이 설립되었다.
