Agricultural input subsidy programs play a critical role in supporting smallholder farmers and enhancing agricultural productivity in developing countries. However, in the study country, subsidy distribution remains largely paper-based, leading to administrative inefficiencies, delays, and limited transparency. To address these challenges, this study aims to propose an Artificial Intelligence (AI)-based predictive framework for a digital agricultural voucher system. Using a dataset that encompasses multiple regions, crop types, and farm characteristics, three machine learning models—Random Forest, XGBoost, and Convolutional Neural Networks (CNN)—are developed and comparatively evaluated. The results indicate that XGBoost outperforms the other models in capturing relationships between farmer profiles and subsidy allocation, demonstrating superior predictive performance. These findings suggest that integrating AI-based approaches into digital voucher systems may support more efficient and transparent agricultural subsidy management.This study provides a scalable and practical framework for modernizing agricultural subsidy programs in developing countries and offers important policy and managerial implications.

본 연구는 개발도상국에서 소농을 지원하고 농업 생산성을 향상시키기 위한 핵심 정책 수단인 농업 투입 보조금 제도의 운영 방식에 주목한다. 연구 대상 국가에서는 보조금 배분이 여전히 종이 기반으로 이루어지고 있어 행정 비효율, 처리지연, 낮은 투명성 등의 문제가 지속적으로 발생하고 있다. 이러한 한계를 극복하기 위해, 본 연구는 디지털 농업 바우처 시스템에 적용 가능한 인공지능 기반 예측 프레임워크를 제안하는 것을 목적으로 한다. 이를 위해 다양한 지역, 작목, 농가 특성을 포함하는 데이터를 활용하여 Random Forest, XGBoost, Convolutional Neural Networks(CNN) 등 세 가지 머신러닝 모델의 성능을 비교·분석하였다. 분석 결과, XGBoost 모델은 농업인 특성과 보조금 배분 간의 관계를 효과적으로 학습하여 다른 모델 대비 우수한 예측 성능을 보인다. 또한 이러한 결과는 AI 기반 접근 방식이 디지털 바우처 시스템에서 보다 효율적이고 투명한 농업 보조금 관리 체계를 지원할 가능성이 있음을 시사한다. 본 연구는 개발도상국의 농업 보조금 제도를 현대화하기 위한 확장 가능한 정책적·기술적 프레임워크를 제시한다.
