A Comparative Study of Digital Economy Development Models in China and South Korea : Focusing on Platform Regulation, Cross-Border Data Flows, and Digital Currency

This paper aims to systematically compare the differences in digital economy development models between China and South Korea, focusing on three core dimensions: platform regulation, cross-border data flows, and digital currency. It seeks to reveal the similarities and differences in governance and development paths between the two countries. Employing methods such as literature analysis, data comparison, and inductive synthesis, the study systematically examines the characteristics of relevant policies, institutional designs, practical outcomes, and development trends in both nations. The findings indicate that the Chinese model, characterized by strong state-led strategic guidance, exhibits features of systematic shaping through “strong regulation, promoting standardization, risk prevention, and fostering development,” emphasizing deep state intervention in market structures and achieving notable success in national-level infrastructure projects such as the digital renminbi. In contrast, the South Korean model, rooted in a mature market economy and rule-of-law tradition, manifests as “dynamic balancing and rule adjustment within a market-based legal framework,” achieving equilibrium between innovation incentives and risk prevention through substantial economic penalties, targeted enforcement, and proactive alignment with high-standard international rules. The divergent paths of the two countries in platform regulation, cross-border data flows, and digital currency reflect deep-seated differences in their political and economic systems, market scales, industrial organization forms, and international strategic positioning. This paper argues that the Chinese model possesses institutional advantages in shaping a unified large market and leading digital infrastructure development, whereas the South Korean model demonstrates flexibility in law-based, finely calibrated regulation, protecting market entity dynamism, and deeply integrating into the global rules system. The experiences of both countries are complementary and offer mutual learning opportunities. Deepening the comparative study of their development models not only helps promote China– South Korea digital economy cooperation but also provides important East Asian paradigms for global digital economy governance.

본 논문은 중국과 한국의 디지털경제 발전모형의 차이를 체계적으로 비교하는 것을 목적으로 하며, 특히 플랫폼 규제, 국경 간 데이터 이동, 디지털 화폐라는 세 가지 핵심 차원에 주목하여 양국의 거버넌스 방식과 발전 경로상의 공통점 및 차이점을 밝히고자 한다. 이를 위해 문헌분석, 데이터 비교, 귀납적 종합 등의 연구방법을 활용하여 양국의 관련 정책, 제도 설계, 실천 성과 및 발전 추세의 특징을 체계적으로 고찰하였다. 연구 결과, 중국 모형은 국가 주도의 강력한 전략적 지도에 기반하여, ‘강한 규제, 규범화 촉진, 위험 방지, 발전 육성’을 통한 체계적 형성이라는 특징을 보이며, 시장 구조에 대한 국가의 심층적 개입을 강조하는 동시에 디지털 위안화와 같은 국가 차원의 인프라 구축에서 두드러진 성과를 거두고 있는 것으로 나타났다. 반면 한국 모형은 성숙한 시장경제와 법치주의 전통에 기반하여, “시장 중심의 법적틀 내에서의 동태적 균형과 규칙 조정”이라는 양상을 보이며, 높은 수준의 경제적 제재, 정밀한 법 집행, 그리고 국제 고수준 규범과의 선제적 정합을 통해 혁신 유인과 위험 방지 간의 균형을 실현하고 있는 것으로 분석되었다. 양국이 플랫폼 규제, 국경간 데이터 이동, 디지털 화폐 분야에서 보여주는 상이한 발전 경로는 정치⋅경제 체제, 시장 규모, 산업 조직 형태, 국제 전략적 위상 등의 측면에서 존재하는 심층적 차이를 반영한다. 본 논문은 중국 모형이 통일된 대규모 시장의 형성과 디지털 인프라 발전의 선도 측면에서 제도적 우위를 지니는 반면, 한국 모형은 법치에 기반한 정교한 규제, 시장 주체의 활력 보호, 글로벌 규범체계와의 심층적 연계 측면에서 높은 유연성을 보여준다고 본다. 양국의 경험은 상호 보완성과 상호 학습의 가능성을 지니고 있다. 따라서 양국 발전모형에 대한 비교연구를 심화하는 것은 중한 디지털경제 협력을 촉진하는 데 도움이 될 뿐만 아니라, 글로벌 디지털경제 거버넌스를 위한 중요한 동아시아적 패러다임을 제공할 수 있다.
