The purpose of this study was to identify preemptive policy tasks to strengthen personal information protection for each type of AI service, as artificial intelligence is being implemented in various services categorized into Agent AI, Ambient AI, and Physical AI. To this end, in-depth analysis was conducted through Focus Group Interviews (FGI) and Delphi analysis with experts over four sessions(August 22, September 26, October 14, and November 14, 2025),, along with a SWOT analysis considering domestic and international environments and policies. Based on the results, detailed tasks for personal information protection were derived. Based on the FGI/Delphi and SWOT analysis results conducted for this study, the following improvement tasks were derived to strengthen personal information protection in various AI services. First, the definition and scope of AI must be clarified, legal grounds and application standards must be established according to the detailed characteristics of AI, and standardized personal information protection criteria must be established for each characteristic. Second, principles for personal information protection in AI must be established, and measures must be taken to operate a personal information management system for high-impact AI. Third, a manual must be provided to inspect factors causing personal information infringement in AI services and implement corrective measures. Fourth, enforcement agencies and mechanisms for AI must be established. If personal information protection policies are strengthened as various AI services are implemented, we must become a leading powerhouse in AI and personal information protection

본 연구의 목적은 인공지능이 Agent AI, Ambient AI, Physical AI 등으로 구분하여 다양한 서비스로구현되는 가운데, AI서비스 유형별 개인정보보호를 강화하기 위한 선제적 정책과제를 도출하고자 하였다. 이를 위해 전문가 대상으로 총 4회(2025년 8월 22일, 9월 26일, 10월 14일 11월 14일)에 거쳐 FGI/ Delhpi 분석을 통한 심층분석과 국내외 환경 및 정책을 고려한 SWOT분석을 실시하여, 그 결과를 통한개인정보보호를 위한 세부과제로 도출하였다. 본 연구를 위해 실시한 FGI/Delphi분석결과 및 SWOT분석결과를 바탕으로, 다양한 AI서비스에서의 개인정보보호를 강화하기 위한 개선과제를 다음과 같이 도출하였다 첫째, AI에 대한 정의 및 범위를 명확히 하고, 세분화된 AI특성에 따른 법률적 근거 및 적용기준이 마련되어야 하며,개인정보보호 기준을 특성별 표준화한 기준을 마련해야 한다. 둘째, AI에서의 개인정보보호원칙을 수립하고, 고영향 AI 개인정보관리체계로 운영할 수 있도록 하여야 한다. 셋째, AI서비스에서의 개인정보 침해요인을 점검하여 개선 조치할 수 있는 매뉴얼을 제시해 주어야 한다. 넷째, AI를위한 집행기관 및 메커니즘을 갖추어야 한다. 이처럼 다양한 AI서비스가 구현됨에 있어서 개인정보보호정책이 강화된다면, 선도적인 AI 및 개인정보보호 강국이 되어야 할 것이다.
