This study analyzes the justification texts of 678 waste-related bills introduced in the Korean National Assembly from the 10th to the 22nd Assembly (1979–2025), using TF-IDF and Structural Topic Modeling (STM). The analysis identifies nine latent topics. Over time, the resource circulation policy framework topic declined sharply while EPR and marine environment topics steadily increased, indicating that frame replacement and gradual institutionalization proceeded simultaneously. Government-initiated bills tended to focus on macro-level policy design, committee chair bills on refining existing institutions, and legislator-initiated bills on everyday issues such as single-use plastics and packaging regulation. Ruling party legislators placed greater emphasis on topics aligned with government policy, while opposition legislators gave more attention to issue-specific topics such as administrative procedures and the marine environment. District-level analysis further showed that regional industrial characteristics were reflected in legislators' choice of environmental legislative agendas. By applying multi-method text analysis to bill justification statements—a source that has received little scholarly attention in Korean legislative studies—this study seeks to broaden the scope of legislative behavior research from quantitative measures of bill introduction toward the substantive content of legislation.

본 연구는 제10대~제22대 국회(1979~2025)에 발의된 폐기물 관련 법률안 678건의 제안이유 텍스트를 대상으로 TF-IDF와 구조적 토픽모델(STM)을 적용하여 입법 담론의 주제 구조, 발의 주체별 차이, 시기적 변화를 분석하였다. 분석 결과, 폐기물 입법 담론은 9개의 잠재 토픽으로 구성되었다. 시기적으로는 자원순환 정책체계 토픽이 급격히 감소한 반면 EPR 제도와 해양환경 토픽은 꾸준히 증가하여, 프레임의 교체와 점진적 제도화가 동시에 진행되고 있었다. 정부발의는 거시적 정책체계 구축에, 위원장발의는 기존 제도의 운영 보완에, 의원발의는 일회용품·포장재 등 생활과 밀접한 의제에 각각 집중하는 경향이 나타났다. 여당 의원은 정부 정책 기조와 관련된 토픽에, 야당 의원은 행정절차·해양환경 등 사안별 이슈와 관련된 토픽에 상대적으로 높은 비중을 보였다. 지역구별로도 해당 지역의 산업 구조가 의원의 환경 입법 의제 선택에 반영되고 있음이 확인되었다. 본 연구는 그간 분석 대상으로 활용 되지 않았던 제안이유 텍스트에 다방법적 텍스트 분석을 적용함으로써, 한국 입법 연구의 범위를 발의 건수 중심의 양적 분석에서 법안 내용의 질적 분석으로 넓히고자 하였다.
