It is anticipated that applying the current Public Official Election Act to allocate the seats for the integrated special city council will inevitably lead to an underrepresentation phenomenon that compromises the voting value in densely populated existing metropolitan areas. Furthermore, even with the application of the revised act, numerous electoral districts are expected to face an unconstitutional situation by deviating from the population deviation limits established by the Constitutional Court. Accordingly, focusing on the 'Jeonnam-Gwangju Integrated Special City,' which is being launched for the first time as part of a metropolitan administrative integration, this study conducted an exploratory review of the appropriate number of seats for the integrated special city council. Based on the analytical results, this study emphasized the necessity of delegating the authority concerning the apportionment of seats to local ordinances by stipulating the total budget for the regional council's monthly allowances and legislative activity expenses, thereby providing a fundamental solution beyond merely adjusting the number of seats. In addition, to transcend the fragmented regional interests of the existing cities and provinces, this study proposed policy measures such as introducing a multi-member district system that designates the entire area of the integrated special city as a single electoral district, and establishing a two-tier regional council system that separates authority based on the nature of affairs.

현행 ｢공직선거법｣을 적용하여 통합특별시의회 광역의원 의석수를 배분할 경우, 인구가 밀집된 기존 광역시 지역의 투표가치가 훼손되는 과소대표 현상이 발생할 것으로 예상되며, 개정된 법을 적용하더라도 다수의 선거구가 헌법재판소에서 결정한 인구 편차를 벗어나게 되는 위헌적 상황에 놓일 것으로 예상된다. 이에 본 연구에서는 광역행정통합의 일환으로 첫 출범하는 ‘전남광주통합특별시’를 중심으로, 통합특별시의회의 적정 의석수 수준을 탐색적으로 검토해보았다. 또한, 분석결과를 토대로 의석수 조정을 넘어선 근본적 해결책으로서 광역의회의 월정수당 및 의정활동비 총액을 규정해 의석수 산정에 관한 권한을 조례로 위임할 필요성이 있음을 강조하였으며, 기존 시·도 지역으로 파편화된 지역 간의 이익을 초월하기 위해 통합특별시 전체 구역을 단일 선거구로 하는 대선거구제를 도입하는 방안, 사무의 성격에 따라 권한을 분리하도록 하는 이층제 광역의회를 도입하는 방안 등에 관하여 제언하였다.
