This study examines how demographic structural changes affect the investment environment of non-metropolitan Free Economic Zones and proposes policy measures for building a sustainable investment ecosystem. Korea is facing low fertility, population aging, youth concentration in the Seoul metropolitan area, and a decline in the working-age population. These changes are weakening the industrial base, labor supply, settlement conditions, and corporate investment environment of non-metropolitan regions. Based on domestic and international studies and policy literature, this study argues that non-metropolitan Free Economic Zones should move beyond foreign investment attraction and become sustainable investment hubs where industry, talent, settlement conditions, institutions, and cooperative systems are closely connected. The findings suggest that sustainability requires strengthening industrial bases linked to regional strategic industries, developing human resource systems with local universities, improving settlement conditions, enhancing investment support systems, and reinforcing industry-academia-research-government cooperation and governance. This study contributes by linking demographic structural changes with the investment environment of Free Economic Zones and by presenting a sustainable investment ecosystem as an integrated policy framework.

본 연구는 인구구조 변화가 비수도권 경제자유구역의 투자환경에 미치는 영향을 검토하고, 지속가능한 투자생태계 구축을 위한 정책 적 대응방안을 제시하는 데 목적을 둔다. 저출산·고령화, 청년층의 수도권 집중, 생산가능인구 감소는 비수도권의 산업기반, 인력수급, 정주여건 및 기업투자 환경에 영향을 미치고 있다. 특히 비수도권 경제자유구역은 외국인투자 유치와 지역산업 육성을 위한 정책수단 으로 기능해 왔으나, 인구감소와 청년층 유출이 지속되는 상황에서는 기존의 개발중심과 투자유치 실적중심 접근만으로 지속가능한 성장기반을 확보하기 어렵다. 본 연구에서 국내외 선행연구와 정책문헌을 중심으로 인구구조 변화, 경제자유구역의 정책적 기능, 지역 투자환경, 지속가능 투자생태계의 구성요인을 검토하였다. 이를 통해 비수도권 경제자유구역이 단순한 외국인투자 유치 공간을 넘어 산업, 인재, 정주, 제도, 협력체계가 결합된 지속가능 투자거점으로 전환되어야 함을 제시하였다. 본 연구는 인구구조 변화라는 비수도권의 구조적 여건을 경제자유구역의 투자환경과 연결하여 분석했다는 점에서 기존 연구와 차별성을 가진다. 특히 지속가능 투자생태계를 산업기반, 인력수급, 정주여건, 투자지원체계, 거버넌스가 결합된 복합적 정책체계로 파악함으로써, 비수도권 경제자유구역의 향후 정책방향에 대한 시사점을 제공한다.
